Research On Precise Funding For Poor Senior High School Students In Shaanxi Province

In November 2013,general secretary Xi Jinping proposed the idea of "targeted poverty alleviation" in the survey of western Hunan.This idea symbolized a new historical stage of poverty alleviation and development in China.Under the strategy of targeted poverty reduction,the financial aid for poverty-stricken students,always regarded as the crucial part of "educational poverty reduction development," began to introduce the concept of "precise funding." Since the establishment of necessary high school financial aid policies in 2010,this policy helped tens of thousands of poor students complete their studies.It has played a decisive role in promoting education equity,blocking the intergenerational transmission of poverty.However,with the deepening of the concept of "precise funding," the problem of "extensive" funding for ordinary high schools has become increasingly prominent,which is worthy of further research.This paper attempts to make an in-depth analysis of the precise funding problem of poor senior high school students in Shaanxi province,by reviewing the evolution history of the funding policy of the ordinary senior high school,analyzing the current situation,analyzing the existing problems and causes,and putting forward countermeasures and suggestions for improvement.First of all,this paper starts from the evolution process of the student financial aid system for ordinary high schools,reviews and summarizes the three stages of unfunded,small-scale financial aid and the establishment of the national aid system,and emphasis on the current ordinary high school aid system and the implementation of precision.Secondly,based on the data of Shaanxi provincial financial-aid data from 2010 to 2018,combined with the results of the survey,the paper points out some related problems.Such as the simplicity of current structure,the over-reliance on finance,the inaccuracy of poor students Identified,the insufficient of funding,the imperfect of overall effect,etc.this paper analyzes the causes of these problems which are: the financial input in Shaanxi province is insufficient,the policy setting is not scientific,the poor students identification is not experimental,the schools didn't attach great importance to this issue,the financing working mechanism is not complete,and the social awareness is not high.Finally,based on the guidance of poverty theory,the education cost-sharing theory,and the "precise poverty alleviation" of General Secretary Xi Jinping.Considering the above results,this paper gives further suggestions from five aspects: we should improve the precision of average high school financial-aid policy and broaden the financing channels,accurate identification of poor students and support measures,establish the student's precise management,establish funding supervision,establish an evaluation mechanism countermeasure.Hoping this paper could bring a new concept to precise students funding work in ordinary high school of Shaanxi province to provide ideas,assist the task to be completed.
