Research On Aid For Poor Students Of Independent Colleges Under The Background Of "Targeted Poverty Alleviation"

In recent years,the Chinese government has vigorously implemented the poverty alleviation and development strategy and achieved remarkable results.However,the poverty problem has not been fundamentally solved and is still hindering the development of China's politics,economy and other aspects.Since 2013,General Secretary Xi has put forward the important concept of "precise poverty alleviation" and made many important discussions on it.This concept has become the basic strategy for China to overcome poverty.Poverty alleviation through education has always been an important part of China's poverty alleviation work.The effect of financial aid for poor college students is related to social stability and long-term stability of the country.Under the requirement of the national "precise poverty alleviation",independent colleges,as a special form of higher education,not only have an important impact on students' economic status,mental health,ideological and moral,personal development,etc.,but also have a positive role in promoting the construction of a harmonious campus and social stability and development.On the basis of sorting out and summarizing the previous studies,this paper combs the relevant policies and theories,puts forward the research ideas,methods,innovations and theoretical basis,defines the relevant concepts of financial aid for poor students,and sums up and expounds the establishment and evolution of financial aid system for poor students in independent colleges.After that,through the use of on-the-spot investigation and interview,comparative analysis and other methods to investigate and study the Xu Hai College of China University of Mining and Technology,so as to understand the actual situation of poverty-stricken students' financial aid work in independent colleges,and through the way of questionnaire and experience summary,to investigate and study the work effect of poverty-stricken students in Xu Hai College of China University of Mining and Technology.On the basis of the above-mentioned empirical research,it is proposed the problems of the deficiency of the current financial aid for poor students in independent colleges from the state,single source of funds,few types of funding,outdated funding concepts and single way of funds,imperfect organizational structure,outdated identification procedures and methods,insufficient publicity of funding policies,inaccurate identification and students' lack of gratitude and reward awareness,and the harm caused by the problems to the country,the work of independent colleges and students' personal development is analyzed.Then it analyzes the causes of the above problems from the three levels of national society,independent colleges and students themselves.Finally,countermeasures and suggestions are put forward for the reasons: increasing the attention and capital investment to the financial aid work of poor students in independent colleges;using big data technology to realize information sharing,forming a linkage mechanism;strengthening supervision and regulatory,forming a long-term financial aid mechanism;changing the current funding concept and realizing the transformation of the funding system;insisting on supporting on-demand and educating people,playing the role of funding and educating people;strengthening management training,expanding publicity and obtaining social support.Through the above ways,the financial aid for poor students in independent colleges will be more accurate,reasonable and standardized,and the concept of "precise poverty alleviation" will be better implemented in independent colleges.The aid for poor students in independent colleges is not only a policy of the state for students from poor families,but also a key work of the financial department for national higher education.It also reflects the public organization relationship between independent colleges and the government.It is beneficial to the research on the financial aid for poor students in independent colleges,to expand and enrich the relevant theoretical results of helping students from poor families in colleges and universities,and to a certain extent to expand the research field of public management.
