The Research On The Third Party Evaluation System Of Japanese Universities

With the rapid development of higher education in the new era,university evaluation has become more and more important as an important means to effectively guarantee the quality of university education.The evaluation by third parties independent of government and universities is more objective and more The advantages of fairness and science are widely adopted in many countries.After entering the 21 st century,the Japanese government carried out a series of useful explorations and reforms in the higher education sector,and finally formed a relatively complete third-party evaluation system,effectively safeguarding the quality of Japanese universities and training,and cultivating the required talents for social development.Since there is still room for exploration in the construction of evaluation system in China,this study aims to provide reference for the construction and improvement of China's evaluation system by studying the third-party evaluation system of Japanese universities and referring to its useful experience.After the Second World War,Japanese universities entered the era of evaluation.First,based on the existing legal policies and relevant materials of the Ministry of Education,Culture,Sports,Science and Technology,this study combed and summarized the development stages of the third-party evaluation system of Japanese universities,and analyzed the formation background and different lev els of different stages,the characteristics of the stage and the specific implementation.Secondly,an in-depth analysis of Japan's current third-party evaluation system,Japan's current third-party evaluation system consists of certification evaluation a nd national university legal person evaluation.Therefore,this study separately analyzes the two forms of the third party evaluation system from the evaluation subject,evaluation criteria and evaluation procedures.In addition,as a national university corporation,the Tokyo University is obliged to accept both certification evaluations and national university legal person evaluations.This study combines the implementation of the second phase of the Tokyo University certification evaluation and the secon d phase of the national university legal person evaluation to further explain the certification evaluation and the specific implementation of the national university legal person evaluation.Through research,it is found that the development of the third-party evaluation system of Japanese universities has undergone three stages of gest ation,initiation and deepening.The fundamental purpose of the third-party evaluation system of Japanese universities is to ensure the quality of education and teaching in universities,so that universities can better fulfill their social responsibilities while improving themselves.The good operation of the third-party evaluation system is inseparable from the good cooperation of the government,universities and evaluation agencies,but there are also problems in which the evaluation results cannot be effectively utilized;the evaluation systems overlap,the university tasks are heavy and the evaluation costs are high,and it is urgent to solve them better.Finally,combined with China's specific national conditions,the following suggestions are proposed for the construction and improvement of China's evaluation system: at the macro-level level,enhance the international vision,learn the useful experience of foreign third-party evaluation;update the evaluation concept and create a good evaluation atmosphere.At the specific operational level,the government changes its functions to serve the university evaluation;raises the awareness of self-evaluation of the university,establishes a self-evaluation system for the university;regulates the evaluation mechanism of the third party,and guarantees the fairness of the evaluation.
