The 18 th National Congress of the Communist Party of China proposed the strategy of implementing innovation-driven development,emphasized that technological innovation is a strategic support for improving social productivity and comprehensive national strength,and is a long-term strategic deployment for national development.The implementation of this strategy puts forward new requirements for the university's school-running model and development method.However,as far as the development of universities in China is concerned,most colleges have not kept up with the policy,the development concept lags behind,and the collaborative innovation coupling with the government and enterprises is not enough.The innovation activities are subject to various constraints and obstacles,and the role of promoting the development between countries and regions is not obvious enough.Higher education in Singapore has made some achievements in serving national innovation-driven development.This paper makes a case study on the model of Asian first-class entrepreneurial universities —— the reform strategy of innovation development of the National University of Singapore and Nanyang Technological University,which helps us to understand the advanced innovation system and practice in Singapore's higher education,and provides reference and ideas for the reform of the national innovation-driven development strategy of Chinese universities.First of all,this article reviews the research literature on innovation-driven development and Singapore's higher education.Based on this,the related concepts are expounded,that is knowledge and knowledge production,knowledge transformation theory,and innovation-driven development theory.It also analyzes the inherent logical relationship among knowledge transformation,innovation-driven development and higher education development.Under the background of knowledge transformation,universities have gradually moved to the center of society and become the engine of innovation-driven development.Secondly,through the literature analysis method and case analysis method,the course of Singapore 's innovation-driven development strategy was traced,and the representatives of Singapore 's universities-National University of Singapore and Nanyang Technological University were selected as typical cases to analyze thestrategies adopted by the two universities to serve the national innovation-driven strategy and their characteristics: first,to break the tradition in the idea of running a school;second,to cultivate innovative talents in classroom teaching;third,to establish a three-helix in the scientific research institute;and fourth,to encourage commercial application in the results.Finally,on the basis of analyzing the problems existing in the development of higher education in China,this paper summarizes the experience of Singapore universities,and provides some suggestions and suggestions for the reform of universities in China.First of all,the government should provide a good institutional environment and financial support as the soil to cultivate innovation in colleges and universities.Second,change the university's development paradigm,expand the university's third function,social services,to help the country's development.Third in the classroom teaching,we should strengthen entrepreneurship and innovation education and pay attention to students' multidisciplinary foundation and entrepreneurial knowledge.Fourth,joint multiple party collaborative innovation,cross-disciplinary,cross-college,cross-field,cross-border collaboration to promote innovation.Finally,it is necessary to change the mentality of "thesis is supreme" and "fear of failure",provide a full range of technical transformation services,and promote the transformation of scientific research results.
