The educational inspection system plays a vital role in ensuring education equity,promoting school improvement and improving education quality.After nearly two hundred years of history,the UK has gradually formed a relatively improved education inspection system,which enjoys a high reputation in the world.In order to meet the requirements of modern education development,the UK issued a new School Inspection Handbook in 2019,which includes “how school will be inspected” and“the evaluation schedule--how we will judge schools”,indicating the procedures of school inspection and the inspection indicator framework.The school inspection handbook is the basis and guide of the inspection work.By analyzing the background,connotation,characteristics and operating procedures of the British primary and secondary school inspection indicator system,the research of this paper has theoretical and practical significance for the development and implementation of the inspection indicator system in our country.This paper is divided into five chapters.The first chapter is the Introduction,which mainly introduces the research background,research content,the significance of the research,methods of the research and the literature review.The second chapter is about theoretical background of the school inspection indicator system,analyzing the etymology and connotation of the "education inspection",distinguishing between "education evaluation" and "education inspection evaluation",dissecting the essential elements of evaluation indicator system,summarizing the theories of “school effectiveness theory” and “value-added evaluation theory”,combing the evolution of the school inspection indicator system of the British primary and secondary schools.The third chapter mainly expounds the realistic background and idea of the inspection indicator system of British primary and secondary schools in 2019,and focuses on the content and characteristics of the inspection indicator system.The fourth chapter anatomizes the implementation process of education inspection indicator system in detail,mainly including the three stages of inspection: before inspection,during inspection and after inspection.The last chapter is the enlightenment part.After theanalysis of the theoretical and realistic background,content and implementation of the inspection indicator system of British primary and secondary schools,relevant enlightenment is obtained based on the current situation of inspection and evaluation indicator system in our country.The main implications of this study are as follows: It is of great importance to focus on guidance and service to promote school improvement as well as take students as the center position and focus more on vulnerable groups in the design concept of education inspection indicator system.Making the internal indicators logically and systematically matters when design the indicator framework.Meanwhile,it is necessary to clarify the responsibility of the subject and increase the pertinence of the indicators and use diverse assessment methods to enhance school autonomy.It is significant to establish evidence awareness and promote the "consultative" inspection.What's more,it should be taken into consideration to improve the educational accountability mechanism and strengthen the application of the results in the implementation of the indicator system.
