Abstract/Summary:
Educational inspection plays a significant part in supervising the implementation of educational laws and regulations,in standardizing the schools operation and improving the education quality in China.However there are some deficiencies in the educational inspection system needs to be improved.With a pretty long history in educational supervision system,the Netherlands has a relatively perfect supervision system as well.Although there are many differences between China and the Netherlands in the educational management system,there are many similarities in the problems of educational practice.The theoretical design and practical experience of the Dutch educational inspection system have highly enlightenment for the educational supervision in China.Thus,it is of great value to study the Dutch educational supervision systems.This study firstly combs the Dutch educational inspection system from the view of the historical development,using comparative study,literature analysis and historic methodology.It mainly focus on these problems line“ who,what and how to inspect and evaluate,and how to use the evaluation results ”,tries to deeply explore the current operation situation of the Dutch primary and secondary schools educational inspection system from the following aspects: the inspectorate team,the indexes and criteria of educational inspection,as well as the procedural of inspection and the application of supervision results.The development of Dutch educational inspection is divided into several periods:the early construction,the growth,the development and the maturity.And now it has gradually formed a modern educational inspection system with Dutch characteristics.Under the guidance of supervision concept promoting the schools to develop sustainably,the Dutch Inspectorate of Education has established a professional inspectorate team,explored the developmental supervision and evaluation index system and evaluation standard,and supervision and evaluation process based on risk analysis,and accumulated an open and transparent mechanism for handling and applying the supervision results.The Dutch inspection system has played a positive role in promoting the improvement and development of primary and secondary schools.In order to ensure the high quality of self-evaluation,Dutch external inspection interacts with the school self-evaluation.To keep the weak schools in a high improvement efficiency,a special model-risk-based inspection has been used for years.Incentive evaluation indexes have been made to inspire schools to continuously pursue excellence.The supervision results have been fully open and transparent to increase the accountability to schools.To improve their management effectiveness of School Boards,more attention has been stressed on the supervision to it.However,the Dutch educational inspection system has deficiencies as well.For example,supervision standards highly emphasis on standardized academic test results,and lacking of effective evaluation mechanism to measure academic progress.To sum up,the Dutch inspection system has the following enlightenment for China:To provide multiple guarantees for the effective play of education supervision function,we need to establish relatively independent inspectorate institution,and make a more transparent supervision result accountability mechanism.To make the the inspectorate team better,we should strictly implement the inspector admission and professional training,and build internal and external inspectors assessment system.To improve the educational inspection and evaluation system,school self-evaluation and external inspection should be well-combined together,developmental evaluation indexes need to be made,and the value-oriented function of evaluation standards should be given fully play to,and also the risk-based inspection model can be referenced.
