In the context of the global education governance,the importance of teacher education quality is increasingly prominent.By improving the quality of teacher education,teachers' team and then improving the quality of domestic education,so as to achieve the goal of effective participation in global education governance,has become a consensus of all major countries.As the “physical of examination”and“baton”,the quality monitoring system plays an important role in setting the bottom line or pointing out the direction in teacher education.Ontario is a key position in education of Canada,and its education level is at the forefront of the world,which is inseparable from Ontario's emphasis on teacher education.To explore the experience of Ontario on teacher education quality monitoring,can provide some inspiration for the construction of China's teacher education quality monitoring system.By hackling,summarizing and analyzing the literature of teacher education quality and education quality monitoring,and based on the main points of TQM theory and new public management theory,this paper constructs the analysis framework of the initial teacher education quality monitoring system.Based on this,this paper investigates the initial teacher education quality monitoring system and its practice in Ontario,Canada.In addition to the introduction and unfinished comments,this study consists of three parts.The first part traced back to the history of Ontario's teacher education,which can be divided into three stages:during the French and British colonial period,the emphasis on the quality of teachers with religious ethics as the core laid a certain foundation for it.With the rise of public school education,the trend of teachers' professionalization,specialization and secularization has been strengthened.With this trend,the emphasis on the quality of normal education with scientific knowledge as the focus has been put on,and the period of teachers' education institutionalizationhas begun.With the development of science,technology and economy,Ontario teacher education has also entered the stage of universitisation.In the second part,we reviewed the constitution and practice of Ontario initial teacher education quality monitoring system.It is found that under the guidance of the neo-liberalism,Ontario has established a relatively perfect and distinctive monitoring system of teacher education quality,including professional monitoring institutions,standardized monitoring content and the use of quantitative monitoring methods and tools.In the third part,we reflected and summarized the components and practice of Ontario initial teacher education monitoring system,and put forward corresponding suggestions.
