In January 2018,the CPC central committee and the state council issued the opinions on comprehensively deepening the reform of teacher troop construction in the new era(hereinafter referred to as the opinions)."Opinions" pointed out:continue to improve the primary and secondary school teachers access and recruitment system,strict teacher access,gradually improve the qualifications of teachers to join the standard,the establishment of the characteristics of the education industry in primary and secondary school teachers recruitment methods,select qualified talents into the teaching team.As an important part of the teacher group,physical education teachers in primary and secondary schools are the prerequisite for the implementation of basic education.The admittance of PE teachers is an important link in the construction of PE teachers.Primary and secondary school physical education teachers access to the primary link is to obtain the physical education teacher qualification certificate,and then by participating in the physical education teacher recruitment examination into the primary and secondary school physical education teachers.Strict PE teacher admittance is of great significance to promote PE teacher professional development,improve PE teaching quality and promote PE teacher troop construction.This paper adopts the methods of literature,interview,questionnaire survey and mathematical statistics to investigate the current status of the implementation process of primary and secondary school physical education teachers admission,and firstly analyzes the main problems in the process of primary and secondary physical education teachers admission.The main problems in obtaining the PE teacher's qualification certificate are as follows:the way of preparing for the examination is different and tends to be exam-oriented;The content of physical education teacher qualification examination is not comprehensive;The qualifications of PE teachers are not perfect;The top-down one-way integration is difficult to meet the development needs of students.The main problems in the recruitment of PE teachers are as follows:the school's participation in the recruitment is not high,the teacher's autonomy is weakened;The setting of recruitment conditions is not reasonable and the requirements of teachers' competence have not been reflected.The lack of effectiveness of the recruitment examination,it is difficult to comprehensively examine the ability of the candidates;Recruitment examination process supervision is not in place,affect the recruitment effect.Secondly,the reasons for the problems in the process of primary and secondary school physical education teachers access are discussed.Finally,the development strategy is proposed for improving the access system of primary and secondary physical education teachers in China by combining with the experience outside the region and the actual situation in China.Aiming at the problems existing in obtaining the PE teacher's qualification certificate,this paper puts forward the following Suggestions:improving the pre-exam training mechanism and paying attention to the training of PE teachers' professional knowledge and skills;Enrich the content and form of the examination and improve the effect of the physical education teacher's qualification examination;To enrich the accreditation conditions and raise the threshold of the accreditation of physical education teachers;Cancel the one-way up and down integration of the certificate,pay attention to the professional and pertinence of teachers in the learning section;We will improve relevant laws and regulations to meet the needs of teacher qualification examination reform.Aiming at the problems existing in the recruitment of physical education teachers,this paper puts forward the following Suggestions:improve the school's participation in the recruitment,and expand the autonomy of recruitment appropriately;Set up reasonable recruitment entry requirements,in line with the needs of physical education teaching post;To establish unified recruitment examination standards for physical education teachers to ensure fair examination;Broaden the content of physical education teacher recruitment examination,improve the examination effect;Strengthen the construction of interviewer team for PE teacher recruitment and improve the quality of recruitment;Pay attention to the process of physical education teacher recruitment supervision and effect evaluation,improve the effect of recruitment.
