With the steady development of various undertakings of socialism with Chinese characteristics in the new era,the modernization of social governance in China urgently needs social organizations and citizens to participate more in the governance of social and public affairs.which undoubtedly puts forward new and higher requirements for the public participation ability and level of Chinese citizens in the new era of socialism with Chinese characteristics.In our country,the cultivation of public participation consciousness and ability of teenagers is from primary school to university,among which high school is an important stage to cultivate public participation consciousness and ability of teenagers.With the release of the new curriculum standard,which regards public participation as a part of high school students' ideological and political core quality,it becomes very important and urgent to actively explore and improve the cultivation of high school students' public participation quality.Public participation competence is the essential character and key ability of the middle school students as the future modern active and qualified citizens to meet the needs of their lifelong development and social development.High school students are going through a critical period of political socialization.At this stage,cultivating the public participation quality of high school students is not only conducive to promoting their individual political socialization,enhancing their public spirit and participation ability,making them a new person in the future with faith,thought,dignity and responsibility,but also highlighting certain disciplinary education value,political value and social value.It is gratifying to see that through the analysis of the current situation,high school students have great enthusiasm and willingness to participate in social public life,and preliminary knowledge of the theory of public participation,so they have a good value recognition of public participation.However,high school students in the process of participate in social public life,due to some understanding of the subject of education quality evaluation in education methods and external participation channels and means the influence of subjective and objective factors,such as students emotional than rational characteristics of public participation and overall explicit practice problems such as insufficient is also worth us to reflect on.Based on the analysis of the current situation of high school students' public participation and its cultivation dilemma.From the three aspects of macroscopically guiding subject classroom teaching and microcosmic operation of activity curriculum,this paper makes some countermeasures to cultivate the improvement of high school students' public participation literacy.Specifically,the macro measures mainly focus on the strategic discussion from the perspectives of strengthening the legal system and financial policy support as well as the public argumentative culture;In terms of classroom teaching,the cultivation of high school students' public spirit is emphasized mainly from the perspective of teachers' own quality education,teaching methods and evaluation;In the aspect of activity practice curriculum,it is discussed from the perspective of enriching and strengthening various carrier forms of high school students' social practice activities and coordinating the new platform of network innovation and public participation.In a word,to improve the public participation quality of high school students,it is necessary for all parties to form the joint effort of ideological and political education.
