Following by the state policy of optimizing industrial structure,traditional labour-intensive industries such as extensive energy enterprises and low-end manufactures have all diminished in scale.Moreover,employment capacity in emerging industries is limited Combine these factors,increasing pressure was laid on work force in recent years.Bad health condition and limited working skills have distinguished some people in the work force as a vulnerable group who is less competitive in job competitions.This vulnerable group needs the government support in urgent.The aiding program which carried out by Public Employment Service Department of Tieling city have provided a great support to this group of people,however,there are still many problems such as low success rate and limited coverage of personnel,many of those being assisted failed to get rid of the employment difficulties.Therefore,it is imperative for the government of Tieling to accelerate the successful assistance for the people with difficulties in finding jobs,and the effective support from all circles of the society is also needed.This paper includes five chapters.Chapter One will firstly introduce the topic background,purpose and significance of this paper;then critically discuss existing researches in relevant field worldwide;and the methodology and the innovation of this paper will be raised at last.Chapter two is an overview of employment difficulty assistance theories.The concept and characteristics of employment difficulty assistance,as well as the major engagements in the assistance will be introduced in detail.The third chapter will analyse the origin and problems of the governmental assistant of employment in Tieling.Four problems will be briefly stated first:the inappropriate choices of assistant measures,the limited coverage of social insurance and allowance,the obstructed information circulation of job supply and demand,and the low transformation rate from vocational skill training into employment.The analysis will lead to the reasons that caused these problems,which include the lack of systematicness on employment assistance,the lack of social insurance and allowance funds,the outdated way of accessing and publishing employment information,the divorce between vocational skill training and market requirement.According to the problems and causes mentioned above,Chapter Four will provide a series of countermeasures in order to improve the support for the people with employment difficulties in Tieling.An appropriate employment assistance process should be formulated,and the assistance funds should be utilized reasonably.Besides,this paper puts forward that the construction of online employment information platform should be promoted,and the skill trainings should be flexible basing on the analysis of market requirement.In the fifth chapter for conclusion,the shortcomings of this article and the direction of future efforts are pointed out,the author's opinions are put forward on how the government departments better carry out employment assistance for people with employment difficulties,and social forces are called for to join the cause.
