Affected by public security incidents and structural contradictions in employment,"Keeping employment stable" work of China is facing greater pressure.Relieving the pressure of "keeping employment stable" work requires not only stabilizing the employment stock and paying attention to the employment problems of college graduates,but also needs to meet the re-employment needs of workers due to laid-off,“job-hopping”,entrepreneurship,etc.According to data from the China Business Research Institute,the number of urban reemployed of China accounted for 40% of new employment in 2018.Properly solving the urban reemployment issue plays an important role in economic and social stability and development.Today,there are many forms of employment,and the urban labor force’s demand for reemployment is no longer satisfied with whether they can be employed or self-employed,but how to re-employ with high quality.This is also a problem that the government and scholars need to think about and solve.Among the many factors that affect the high-quality reemployment of urban residents,human capital has attracted more and more attention as a factor that can fully mobilize the reemployment initiative.Especially as the human capital theory becomes more and more perfect,studying the impact on reemploymentfrom the perspective of human capital of urban residents not only conforms to the current mainstream research trend,but also has important realistic significance.In the study,we selected data from the 2016 China Labor-force Dynamics Survey(CLDS),and 2269 valid samples were obtained through screening and matching.The ordered Probit model was used for regression to analyze the impact of resident human capital on reemployment,including specific human capital,general human capital and household human capital.The results of empirical research show that:firstly,both specific human capital and general human capital will increase the possibility of reemployment in employment.Secondly,the specific human capital has a greater effect on urban reemployed people in obtaining formal employment.Among them,the ability to master English will increase the impact on obtaining formal employment as the education level and age increase.In addition,the results also show that for urban reemployed persons to obtain formal employment opportunities,gender discrimination is not serious.Thirdly,for different forms of self-employment,specific human capital has a significant impact on urban reemployed people in team entrepreneurship,while general human capital has no significant impact.For self-employed entrepreneurs with different motives,general human capital has a significant impact on opportunistic entrepreneurship for urban reemployed entrepreneurs.In addition,there is a gender difference in the significant impact of human capital on self-employment.Men are more likely to start high-quality entrepreneurship under the influence of specific human capital and general human capital,but the impact of two types of human capital on female entrepreneurship is not significant,while family factors such as marital status are more influential.In summary,this study discusses the impact on the reemployment ofurban residents from the perspective of human capital.Firstly,human capital is divided into specific human capital,general human capital,and family human capital for discussion.On the meanwhile,reemployment is divided into employment and self-employment,and further classified according to form and motivation.Further analyzing the different effects of different types of human capital on different types of reemployment,refining and promoting related the existing theoretical research on the relationship between human capital and employment.In a word,this study discusses the impact of three types of human capital on different types of reemployment in depth,and is an enrichment and extension of research related to human capital and reemployment.In addition,this study believes that the government should increase investment in promoting school-enterprise cooperation,strengthening vocational skills training,guaranteeing the re-employment rights of low-and medium-level workers,and optimizing the female re-employment environment.The results provide a reference for the laborers to accumulate their own human capital while making contributions to the government’s reemployment work.
