Preschool education,as the foundation of the basic education stage in the entire education system,plays an important role in education.China's education policy constantly highlights the state's emphasis on the development of pre-school education.The National Medium-and Long-Term Education Reform and Development Plan(2010-2020)and the "Several Opinions on Current Development of Pre-school Education" all mention the need to popularize pre-school education.Increase the rate of hair entering the park.As the state pays more attention to pre-school education,experts and scholars pay more and more attention to the performance evaluation of pre-school education financial expenditure,and their research is getting deeper and deeper.The author is also very concerned about the relevant research on the financial aspects of preschool education,and hopes to promote the better development of education through the purpose of researching the theoretical basis of the performance evaluation of enriching the public finance expenditure of inclusive kindergartens.The country's financial support is an important support for promoting the healthy development of inclusive kindergartens,so that effective educational resources are enjoyed by more social groups.This study used literature data,comparative analysis and data envelopment analysis.Through the establishment of DEA analysis model,the DEAP2.1 software is used to analyze the efficiency of many input and output indicators of public finance in inclusive kindergartens in China.At the same time,a comparative analysis of the public finance expenditures of inclusive kindergartens in seven regions of China is conducted,and relevant problems are drawn,and relevant suggestions are put forward.The author conducts a detailed analysis of the status quo and empirical evidence of public finance expenditures of inclusive kindergartens,and summarizes the problems in the performance evaluation of public finance expenditures of inclusive kindergartens.It mainly includes: 1.Scale performance: imbalance of scale structure of fiscal expenditure;2.Structural performance: uneven distribution of education funds within the budget within the budget;3.Operational performance: the proportion of students in the country is at a high level;4.Efficiency analysis: the efficiency of fiscal expenditure is prominent Inefficiencies and other issues.On the basis of analyzing the problems,the strategy of optimizing the performance evaluation of public finance expenditures in inclusive kindergartens is proposed.It mainly includes the following aspects: 1.Establishing an evaluation model: shifting the performance evaluation system from “single” to “diversified”;2.Optimizing the fiscal layout: shifting inter-regional finance from “differentiation” to “balance”;3.Strengthening financial supervision : Turning the education financial system from "disorder" to "system";4.Establishing laws and regulations: changing relevant laws and regulations from "starvation" to "special project".
