Research On Evaluation Of Performance Of National Sports Public Expenditure

The major sports public expenditure origins from financial allocation and public welfare funds of sports lottery,which servers for competitive sport and mass sport.As the increasing of sports expenditure scale and covered range,there are a great many problems exposed,such as total expenditure insufficiency and structural imbalances,less amount and low proportion of mass sport expenditure,which can not effectively improve national people's constitution.therefore,it's necessary and important to evaluate the performance of sports public expenditure.The thesis Based on theories of Public economics and public management,using the methods of literature review,expert interview,mathematical statistics and field research,especially using structural equation model to establish Index System,and analysis the evaluation of performance of national sports public expenditure.The two conclusions will be as follows:first,the Index System of performance evaluation is extremely deficient,in most provinces,the performance standard of sports public expenditure is lower than good.The performance standard is positive correlation to regional economy.With the development of economy,nowadays each province has an improvement in the field of sports public expenditure performance.though,the gap between the highest index city and the lowest city is cutdown,the gaps among cities have the trend of widening.Second,the expenditure performance between competitive sport and mass sport is of Weak correlation-The reason for this is that excessive emphasis on competitive sports and less on mass sports lead to Mass sports development in our country is very backward.so,competitive sports and mass sports failed to promote each other and Complement each other,To some extent,influences the performance level of Sports public expenditure.According to the research above,The suggestions will be as follows:First,setting performance target,strengthen management of budget compile,introducing citizen participation,and so on,to improve the management level of budget performance,meanwhile,the setting and auditing of performance target must be strict,and strengthen the training of staffs.Second,adopting Bottom-Up model and Top-down model,to promote legal construction of performance evaluation of sport public expenditure.The relevant legal and formal system should be made by the way of Bottom-Up Model,and informal institutional training should be made by the way of Top-down model.Third,From the evaluation institution setting,the evaluation object and subject defining,index system buildi ng,model choosing to ostabl ish evaluation mechanism.the evaluation institution setting should be rational to avoid a mere formality,and the evaluation subject should be objeective and fair,sport administration should carry ourself-evaluation frequently,positively cooperate with Partieipatory Appraisal,encourage independcnt assessment of the third party.Fourth,Propagandizing the importance of performance evaluation result,to enhance the application consciousness,announce the result in time,better the incentive mechanism and ensure the effective application of performance evaluation.Fifth,authorization should be of clarification between sport administrative,department and functional department to avoid sport public expenditure Exceeding Authority and Absence.In the context of limited sport public resources,sport public expenditure should bo shift from compotitivo sports to mass sports,from urban sports to rural sports.
