Study On The Industrial Cluster-based Talents Training Model Of Higher Vocational And Its Practice In Manufacturing Talents Cultivation

In 2015,the State Council officially issued "Made in China 2025" plan,which indicated that China's manufacturing industry had entered a comprehensive upgrade era and the “clustered development ” model had become a mainstream form.According to the "Manufacturing Talent Development Planning Guide",by 2025,the top ten areas in China's manufacturing sector are lack of 3 million people annually in the average level,and the demands lies mostly on talents with superb skills,deep understanding and use of intelligent network,as well as good professional ethics and creative ability.International experience also shows that the high-quality technical and skill talents is the key to achieve the rapid development of manufacturing.However,the reality is "hard to find a skill talent ".China's high-skilled talents rate is less than 6.4% and senior-skilled workers demand rate has maintained more than 2 for a long time.Although vocational college is the main organization of technical and skill talents training and transportation,its training of talents is not highly matched to industrial clusters.How to solve this contradiction,thus to achieve the strategic objectives of "Made in China 2025",has been a top priority for higher vocational education.In view of this problem,this thesis adopts theoretical construction and practice of argumentation methods,to explore the change the traditional "professionals" training orientation and "expert-based" training model of vocational colleges,and then puts forward "the industrial cluster-based talents training model of higher vocational",aiming at cultivating technical and skill talents adapted to the development of industrial clusters,so as to serve for the regional economic and social development.The augmentations are as follows.(1)This thesis analyzes the characteristics of industrial clusters' demand for technical and skill talents and the problems higher vocational education's training models facing,such as the lack of docking with industry,the weak teachers,and the imperfect quality evaluation system,and points out that these has made technical and skill talents cultivated can not meet the needs of industrial clusters.(2)Taking the vocational education in Germany,Switzerland,the United Kingdom and the United States as examples,this thesis analyses the advanced experience of international higher vocational education' talents training from the aspects of specialty setting,curriculum construction,teacher training,cooperation between school and industry and so on,and then summaries its inspirations which China can learn from,so as to find improving paths for China's higher vocational education talents training quality.(3)Based on the previous study contents and conclusions,this thesis puts forwards "the industrial cluster-based talents training model of higher vocational",and then explains its forming ideas,talent training objectives,and six elements—subject,specialty setting,curriculum construction,training bases,teachers,and quality assurance system.(4)This thesis takes the reform and practice of talent training of the Equipment Manufacturing School of Chengdu Vocational & Technical College of Industry as an example,to prove the feasibility and effectiveness of the industrial cluster-based talents training model of higher vocational.The Equipment Manufacturing School focuses on Chengdu' s industry cluster of equipment manufacturing,has formed a multi-running mode composed by the government,industry,enterprise and vocational colleges;constructed a dynamic adjustment mechanism between industrial clusters and talents training;set up a manufacturing specialty cluster;perfected the curriculum and teaching system;and improved the quality assurance system.All these methods,have significantly improved its talents training quality.The industrial cluster-based talents training model of higher vocational has fully taken into account the talents demands of industrial cluster,which shows its value pursuit of serving industry,adapting and promoting the development of industry.Therefore,in this mode of talents training,the integration of industry and education is more in-depth,and can meet the talents demands of manufacturing industry-related cluster' development under the big background of "Made in China 2025".
