Running a school abroad is a form of higher education that exports education services to the outside world through a "going out" approach,and is a product of the internationalization of higher education to a certain extent.The development of overseas colleges and universities in China is in its infancy.It analyzes the status quo of overseas colleges and universities,explores existing problems,and proposes correspornding strategies,which is of great significance to China's education opening up.Under the impetus of the government at all levels in China to open up the education to the outside world,and the spirit of"Made in China"and"Great Country Craftsman",the level of education and social service of higher vocational colleges in China has gradually increased.Going out to school has laid the foundation.Therefore,this study takes the case of overseas higher education and higher education as a case,and puts forvward specific feasibility suggestions on how to promote the development of Chinese universities running schools abroad.By obtaining relevant data and information on overseas edu cation,combined with literature analysis and case studies,this study concludes that there are three levels of problems in the development of Chinese universities running Schools abroad.Firstly,the problems at the national policy level.The relevant policies,laws and regulations of overseas schools are imperfect,and the external quality assurance system for overseas institutions of higher learning is not yet sound.Secondly,the problem of mutual recognition between academic degrees and qualification certificates.The mutual recognition of educational qualificatiorn certificates at home and abroad is slow,and the national vocational qualification certificate lacks international circulation.Thirdly,the problems of higher education in China.The lack of internationalization led to the limited ability to run schools abroad;the discipline of overseas education was too narrow,and the professional setting was too narrow.In view of the problems existing in the overseas running of colleges and universities in China,this study proposes to promote the development of Chinese universities running schools abroad from three aspects on the basis of the current situation of running schools abroad and the case studies of higher vocational colleges running schools abroad.The first is to build a good policy environment and formulate relevant policies to guide universities running schools abroad.We will improve policies and regulations related to overseas education in institutions of higher learning;establish and improve an external quality assurance system for overseas universities.The second is to strengthen mutual recognition of academic degrees and promote mutual recognition of international qualification certificates.Actively promote the mutual recognition of Chinese and foreign education qualification certificates including higher vocational college level;national vocational qualification certificates are in line with international common standards.Finally,establish and improve the internal quality assurance system to improve the level of overseas education.Innovate the internationalization of higher education institutions and the concept of running a school abroad,enhance their international competitiveness and voice;improve the layout and structure of disciplines;introduce relevant policies to encourage teachers to participate in overseas school activities,and commit to building a high-level international teacher team.
