Research On China’s Maternity Insurance System

Maternity insurance is a social insurance system that is established by the state through legislation.Female workers temporarily lose their ability to work during their childbirth,and their economic income is interrupted.According to relevant regulations,they should receive medical and medical services from the state and society,as well as maternity insurance and maternity leave.Fertility is not only an individual behavior,but also the continuation of life.Fertility also has social value and is an inseparable part of social production activities.It is related to the development of society,the progress of the country and the continuation of the entire human race.The implementation of maternity insurance is conducive to safeguarding the rights and interests of women in fair employment,is conducive to promoting the reproduction of social productive forces,and is conducive to ensuring the stability and harmonious development of society.Since the development of China’s maternity insurance,it has experienced many historical periods,but the development status is not optimistic.To a certain extent,there are many problems such as narrow insurance coverage,heavy burden of birth,insufficient legislation,and incomplete management system.At the same time,with the rapid development of the market economy,China’s social family structure and population structure have undergone major changes.The traditional maternity insurance system is difficult to meet the current social needs.Therefore,an effective strategy should be adopted to improve China’s maternity insurance system,starting from the rule of law construction and system implementation,in order to achieve further development and improvement of the maternity insurance system.In the research of this paper,the research content is divided into four parts,the first part is the introduction.It mainly summarizes the research background and research significance of this paper.The research status at home and abroad,through the research and analysis of the development of maternity insurance system and the situation of foreign maternity insurance system,understand the views of scholars at home and abroad on the maternity insurance system,and draw the purpose of this paper.Research content,etc.The second part is the basic overview and development status of maternity insurance.The concept,characteristics and significance of maternity insurance are expounded respectively.Then the development and status quo of China’s maternity insurance system are analyzed.The current situation analysis starts from four aspects of maternity insurance policy,including subject,object,resource and operation.The problems and countermeasures of China’s maternity insurance system are paved the way.The third part mainly analyzes the problems existing in China’s maternity insurance system,as well as the main reasons for focusing on maternity insurance benefits,corporate burden,fund operation,and legislative management.It is analyzed that China’s maternity insurance system still has major problems such as narrow coverage of maternity insurance,heavy corporate burden,insufficient legislative level and incomplete management system.The fourth part is the strategy for improving the maternity insurance system in China.The first is to expand the maternity insurance target from professional women to non-professional women and male workers,to ensure that social groups enjoy the fairness of maternity insurance benefits,to achieve maternity insurance to guarantee all births,and to promote the common bearing of fathers and mothers in family reproductive responsibility;Secondly,it proposes to reduce burdens for enterprises,promote a good economic cycle,and promote women’s employment and social harmony from four aspects:corporate payment supervision,personal payment responsibility,government joint expenditure,and support for difficult enterprises.Again,it emphasizes the definition of "Maternity Insurance Measures".The purpose and spirit of the legislation,it is proposed to define the coverage of maternity insurance,maternity insurance payment management,maternity insurance benefits,promote the maternity insurance policy,promote the legal authority of the maternity insurance,system,and compulsory,and promote the comprehensive maternity insurance policy.Implementation;Finally,at the operational level,it proposes to strengthen the management of the maternity insurance system from four aspects:the details of maternity insurance treatment,fund management,birth insurance operation supervision,and maternity insurance system.Finally,it also summarizes the content of the full text,reorganizes and summarizes the main research ideas and research viewpoints of this paper,and proposes that the legislation of the maternity insurance system should be unified,and it is recommended to optimize and improve the maternity insurance benefits project in light of the new situation and new demands.At the same time,the reproductive women should also be classified and managed.According to the spirit of maternity insurance,the classification of were proposed to provide suggestions for the further development and improvement of China’s maternity insurance system.At present,socialism with Chinese characteristics has entered a new era.This is a new historical orientation for China’s development.The main contradictions in our society have been transformed into contradictions between the people’s growing needs for a better life and the development of inadequate imbalances.The 19th National Congress of the Communist Party of China also clearly stated that it is necessary to strengthen the construction of the social security system and comprehensively build a multi-level social security system covering all the people,urban and rural planning,clear rights and responsibilities,and appropriate and sustainable protection.Therefore,it is necessary to strengthen the maintenance of women’s reproductive rights.Importantly,accelerating the reform process of China’s existing maternity insurance system is the need of the times.
