Research On Foreign Maternity Insurance System And Its Enlightenment To China

In 2015,the “comprehensive two-child" policy began to implement in order to solve the current low fertility rate,the demographic dividend gradually disappear,Serious aging population and other social problems,which also makes people paying more attention on the maternity protection.In 2016,our government proposed to carry out maternity insurance reform,merging the maternity insurance and medical insurance,unified the two insurance's registration,collection,management and handling,and in 2017,pilot cities began to implement.On the one hand,this reform can solve the increasing maternity insurance fund spending pressure coming from the implementation of the two-child policy,on the other hand,it can prevent enterprises from failing to comply with the provisions that do not pay the maternity insurance for their workers and it also can save the administrative capital through the merger of the two insurance.There is no doubt that this reform is a big progress that can make the whole society more equal,relieve employment discrimination,and protect female workers during childbearing from being hurt and unload the woman's childbearing worries,so as to achieve the purpose of encouraging fertility.However,the reform can not alleviate the pressure of enterprise contributions,neglect of urban non-workers and rural residents of the maternity insurance and other issues,but also bring some adverse effects.Therefore,on the basis of deep research on the system of maternity protection in foreign countries,this paper summarizes the international experience,links the domestic reform reality,and puts forward suggestions for further promoting and perfecting our country's maternity protection reform.In this paper,the literature search method,comparative analysis and interview method are used to study the background and measures of the domestic reform on the basis of deeply studying the system of foreign maternity protection,and the effect of the reform is evaluated and the advantages and disadvantages are analyzed so as to further improve the reform of medical insurance and maternity insurance system in China.This paper can be divided into five parts: The first part mainly discusses the introduction,the related theory foundation and the basic concept;The second part is to study the foreign maternity security system and analyze its development trend;The third part mainly compares different fertility protection model based on the principle of fairness and efficiency,and analyze the pros and cons of different model;The fourth part is mainly to contact the domestic reform,analyze the achievement and problems of the reform;The fifth part is to provide reasonable policy recommendations based on the study of foreign experience,in order to overcome the reform problem.
