With the advent of globalization,marketization,and information age,modernization has been comprehensively promoted.Modernization is the necessary way for the development of human civilization.It leads the direction of the progress of the times,and guides the journey of reform and development.In a one-hundred year strategy of a nation,education is the most important basic.Promoting the modernization of education is imperative.Based on its solid political and economic environment,superior geographical position,Zhejiang Province has fully utilized its innovative spirit of pioneering,using its advanced science and technology to set up experimental sites,educational parks,and a large number of supporting policy documents,in due to promoting the process of education modernization in our province.On the occasion of the 70 th anniversary of the founding of the People's Republic of China,based on the relationship and compatibility between institutional and policy,institutional dynamics and policy dynamics,this research based on the perspective of historical institutionalism analysis,combined with institutional analysis framework and methods,focusing on the evolution of education modernization policy in Zhejiang Province,discusses the current hot topic of education:Firstly,with the theory of time as the theoretical support,according to the principle of time staging,the policies related to education modernization formulated by our province since the founding of the People's Republic of China are divided into the foundation stage(1949-1965),the stagnation stage(1966-1976),the development stage(1977-1984),the acceleration stage(1985-2003)and the spanning stage(2004-present),analyze the historical policies,organize and explain the main contents of the critical junctures,generalize the implementation effect at each stage.Secondly,with institutional theory as the theoretical support,this study integrates institutional dynamics with educational policy dynamics,reorganizes the analytical framework,changes the background factor of institutional dynamics into a policy-driven policy environment,divides the main body of behavior that changes the actor's influence system into decision-making figures and decision-making organizations and analyzes the political environment,economic environment and educational environment of the policy environment,learns the decision makers,experts and think tanks,executives of the decision actors and studies the organizational structure,organizational hierarchy and scope,organizational process or process of decision organization.Follow the analysis of sudden crisis,path dependence and fracture balance to discuss the dynamic factors affecting the evolution of education modernization policy in our province.Finally,this study draws on the experience of historical analysis,follows the theoretical analysis framework of the system,takes the dynamic mechanism as the key link,combines the development process of education modernization in our province,checks the established goals of the country to propose a forward-looking policy for the modernization of provincial education: weakening the restrictions on household registration,narrowing the gap between urban and rural areas,improving education and poverty alleviation,perfecting the policy system,and opening up barriers to education to achieve a balanced and systematic policy environment;building online platforms,promoting classroom teaching,helping Chinese and foreign cooperation,encouraging overseas education,and developing Chinese education to achieve informationalization and internationalization of decision-makers' perspectives;optimizing lifelong education,attaching importance to quality development,promoting self-sponsorship,inheriting students in accordance with their aptitude,strengthening independent learning to achieve a lifelong,personalized decision-making organization.
