With the accelerating process of economic globalization and the arrival of the era of knowledge economy,the internationalization of higher education is sweeping the world,and the competition for global talents has become an important way to accumulate human capital in the era of knowledge economy.Different countries have different purposes in dealing with the challenge of internationalization of higher education,and thus it has formed different education modes for international students.The development of international student education has become a hot topic in today's world.In this process,the education of international students in China has entered a period of rapid development and is facing with the transform challenge from external expansion to internal development.As an old country of destination for international students,the UK has undergone changes in its international student policy,showing different policy orientations and priorities in different historical periods,but it has always maintained strong competitiveness.It is of great significance to study the evolution of the international student policy in the UK for the formulation of the international student policy in China.This study uses the literature research method,on the basis of the extensive collection of policy documents,textual materials and research results are related to the education of British international students.By summing up the background of the full-fee era and the description of international students policy,this paper lays the starting point for the research object.After that,according to the three major themes of international student publicity policy,visa policy and scholarship policy,Combing the evolution of the British international student policy after the full-fee era.The study found that the evolution of the British international students policy has the following phenomena: the main body of publicity is responsible for a single overseas institution,while the government,overseas institutions,colleges and universities,social groups and other multi-body participation;The focus of education brand shifted from highlighting the quality education resources of the UK to payiny attention to the guarantee of international students in the later stage,and then to highlighting the overall strength of the country;The role of international alumni has been highlighted from the initial stage to the establishment of the global alumni alliance has led to the systematic play of the role of international alumni.The application condition of international student admission visa are changing from the easy to the difficult;Visa vetting has gone from lax to increasingly restrictive;The additional conditions for work visa have also shifted from open to tight,with restrictions gradually increasing.In addition,the diversification of the financial subjects of British overseas students' scholarships has gradually emerged.Driven by economic benefits,universities and enterprises have been participating in the establishment of scholarships.The range of financial aid is from commonwealth countries to international students from disadvantaged countries.The form of scholarship also tends to diversify from a single traditional type of scholarship.According to the path dependence phenomenon and policy change phenomenon existing in the process of the policy evolution of international students in the UK,this study uses the path dependence theory and institutional change theory of historical institutionalism to explore the reasons.The study found that the initial cost,sustained earnings and reverse policy cost of the students of high costs,plus a longitudinal study effect and lateral learning effect,the function of a single policy and the coordination effect of the policy system and social environment,and can be expected under the income and time limit of adaptive expectations,there are four reasons for promoting the formation of path dependence.The change of British foreign student policy have both gradual change and fractured change.Through the description of different forms of change,the period when Cameron changed his attitude towards international students after he took office as the prime minister and formed the coalition government was regarded as the key point of the change of British foreign student policy.Based on the analysis of the key nodes: the change of international situation,political change,the influence of economic crisis,the international students market stimulation,the influence of the traditional culture,and the existing policy for international students in such aspects as the teaching quality,visa problems,work together in the British students policy,significant changes have taken place in.The evolvement of the international student policy in the UK has provided some enlightenment for the Chinese international student policy in the aspects of the charge,the optimization of the structure of the international student and the sustainable development of the international student education.
