Since 2001,the basic education curriculum in our country has officially moved to the national,local and school three-level curriculum,the experimental scheme of compulsory education curriculum for three types of special education schools issued by the Ministry of Education in 2007 proposes to provide space and selection to develop the local and school-based curriculum,the curriculum standard for compulsory education in schools of mental retardation(2016 edition)promulgated by the Ministry of Education in 2016,emphasizing the importance of implementing individualized education again,requiring teachers to attach importance to the development and utilization of curriculum resources,so as to provide space for school-based curriculum development of special education.In China,the research on school-based curriculum development in schools of mental retardation has the characteristics of late start,shallow level and few types.And most of them are current research.This research attempts to take L school of mental retardation as the research object,and use narrative research method to describe four school-based curriculum development stories of L school of mental retardation,namely,Music Calligraphy,Picture Book,Rehabilitation and Baking,to show advantages and disadvantages of the school-based curriculum development in L school of mental retardation.It could be explored the factors influencing the development of school-based curriculum in L school of mental retardation and put forward some effective suggestions to ensure the development of school-based curriculum in L school of mental retardation in this paper.The research finds that the advantages of school-based curriculum development in L school of mental retardation depend on the absence of pressure for further education,the guidance of curriculum policy,the support of school administrators,the cooperation of parents,the help of social resources and the adequacy of funds.However,it also faces the problems of insufficient teachers and abilities,curriculum evaluation system has not yet been constructed,great individual differences amongstudents,low support of professional resources and insufficient time.The policy of Curriculum,personnel(teachers,students,school managers,parents and experts),time,curriculum resources and funds are the factors that affect the development of school-based curriculum in L school of mental retardation.Therefore,in order to ensure the effectiveness of school-based curriculum development in L schools of mental retardation,five measures should be taken.Firstly,it is necessary to strengthen school-based training,and enhance teachers' ability to develop school-based curriculum.Secondly,dealing with individual differences and implement students' individualized education plan should be done.Thirdly,attaching importance to evaluation links,then establishing a school-based curriculum evaluation system.Fourthly,introducing expert guidance should be done,it can improve the quality of school-based curriculum development.Fifthly,expanding participants and seek diverse support from other people should be done.
