Research On The Construction Of The System Of The Modern Technical And Vocational Education And Training In China From An International Perspective

The Technical and Vocational Education and Training,the progress of which should play a crucial role to the system construction of the modern technical and vocational education and training,is an important part of the modern education system.In this new era,with the rapid development of the economic society,the technical and vocational education and training industry in China has attained remarkable achievements of the world,and set up the world’s largest technical and vocational education system in scale.its development,however,is still far from sufficiently satisfy the needs of the industry or meet the demand of the society for talents with high-quality technical skills,and is also far from the indeed demands for vocational education or vocational training.The system construction of the modern technical and vocational education and training,as a crucial approach to improve the situation,can promote further development the technical and vocational education and training in China,which would contribute to fulfill the strategic goals of national,meet the needs of the society,and achieve the lifelong development of human beings.Therefore,the construction of the system of the modern technical and vocational education and training is particularly significant to the society.The system of the modern technical and vocational education and training is envisioned as a circulatory system in which the hierarchy of the technical and vocational education and training is continuous,the cohesion of general education and vocational education is high,the combination of the technical and vocational education and training and training system is tight,and the interchange of the technical and vocational education and training and human resources market is significant profound.In order to achieve this goal,literature method,text analysis method,interview method and Delphi method are comprehensively adopted to collect all the materials about this article.Thus,this paper tries to accomplish the ideal construction of the system of the modern technical and vocational education and training on the basis of the realistic foundation,the theoretical discussion,the case support and the expert opinions.The construction of the system of the modern technical and vocational education and training is mainly composed of the following four parts.In the first chapter,it starts from the analysis of the current situation of the existing system of technical and vocational education and training in China,it also sorting out the specific status of the technical and vocational education and training progress as well as the existing connection between the technical and vocational education and training and training system and between the technical and vocational education and training and the human resources market.From the analysis,it can be found out that there are structural shortcomings in the four aspects of continuity,cohesion,combination and interchange in the modern technical and vocational education and training.Owing to the above mentioned structural shortcomings in the four aspects.In the following chapter,the author of this paper applies the Delphi method,tries to construct the basic assumption of modern vocational education system and puts forward the assumption of ideal framework of the system of the modern technical and vocational education and training based on the comprehensive opinions of experts and the double certificate system which composed by academic certificate system and professional qualification certificate system.In the third chapter,according to the ideal framework of the system,it can be inferred that the objective reality of the vocational education hierarchy is not continuous,therefore the assumption of constructing the hierarchy vertically has been come up with,and the professional and integrated mesoscale method should be applied as a breakthrough.As for the fact that the cohesion of general and vocational education is not high enough,its solution should be refer to the idea of horizontally establishing the general vocational connection and to seek breakthroughs by adopting a comprehensive high school approach.For the objective reality that the technical and vocational education and training and training system is not highly integrated,the author of this paper seeks breakthroughs from the dual certificate system,combining academic certificates with vocational qualification certificates.Regarding the limited interchange of the technical and vocational education and training and human resources market,the paper proposes a combination of school enterprise cooperation,industry university integration and the implementation of dual certificate system to alleviate the structural contradiction between the technical and vocational education and training and human resources market.The fourth chapter,based on the various ideas of the construction path of the system of the modern technical and vocational education and training,there are suggestions to consummate the top structure of the system,to tighten the connection between the systems of the modern technical and vocational education and training and the modern industrial,to establish the national professional teaching standards as soon as possible,and to take the corresponding supporting measures at the ideological level,the teachers’ group level and the fund level.With all the implementations fulfilled.It is hoped that all kinds of the various ideas of the system can be turned into reality and truly play their due role,and provide real effective measures for the development of vocational education in our country.
