The quality evaluation of higher education is an important way to improve the quality of education and promote the coordinated development of higher education.The General Plan for Overall Promotion of the Construction of World-class Universities and Disciplines points out that it is necessary to "build an incentive and restraint mechanism,encourage fair competition,strengthen objective management,highlight the actual results of construction,build and improve the evaluation system of world-class universities and disciplines with Chinese characteristics,and fully stimulate the endogenous motivation and development vitality of universities,guiding colleges and universities to improve their running level continuously".It can be seen that the evaluation system plays a decisive role in the construction of "double first class".The construction of "double first-class" in the new historical period puts forward higher requirements for the evaluation of higher education,that is,the construction of "double first-class" must form an evaluation system with Chinese characteristics.The thesis is divided into seven parts:PartⅠ: Introduction.This section introduces the background of this research,significance of the topic,research ideas and research methods.Part Ⅱ: The definition of related concepts and theoretical elaboration.This section introduces related to this thesis,the quality of education,educational evaluation,and higher education quality assessment,total quality management theory and total quality management in education.Part Ⅲ: Analysis of quality evaluation of Higher Education.This part introduces the basic elements of higher education quality evaluation.Part Ⅳ :Introduces the dilemma of China’s higher education quality evaluation in coping with the development of "double first class".The traditional evaluation is explained from the limitation of the standard,the rigid adaptability of the model,the closure of the evaluation information and the neglect of the evaluation results.Part Ⅴ: Reference and Reconstruction of Index System.Part Ⅵ: Improve the evaluation system of higher education quality and adapt to the Countermeasures of "double first class" development.The improvement measures are put forward from four aspects:perfecting evaluation criteria,innovating evaluation methods,constructing data sharing platform and implementing comprehensive quality control.Part Ⅶ :Summary.In summary,the quality of the evaluation system of higher education status and problems were discussed,through the use of relevant theories,it puts forward the optimization direction for China’s higher education evaluation in response to "double first class" development.This is the specification for improving the development of higher education and continuous quality improvement to promote the sound development of higher education to ensure that continuously improve the quality of higher education provides an important guarantee.
