After the reform and opening up,the economic development of Northeast China has been relatively slow,and its economic status has generally declined.Its economic growth rate is at the bottom after 2012.This is in sharp contrast to the situation before the reform and opening up.At the same time,the scale of migrant population in Northeast China is increasing,and a large number of labor force choose to work in other regions.The migration of workers will inevitably result in the flow of human capital between different regions.Spatial economics points out that the flow of production factors has an important impact on economic development.Under this background,it is of theoretical value and practical significance to analyze the impact of the flow of heterogeneous human capital on the economic development of Northeast China.This paper reviews the relevant literature on economic development in Northeast China.It is found that the existing literature attributes this problem to system,historical burden,industrial structure.Under the background of the persistent population loss in Northeast China,ignoring the important factor of human capital,especially heterogeneous capital flow,will not be able to accurately analyze the reasons for the slowdown of economic development in Northeast China.Therefore,this paper focuses on the impact of heterogeneous human capital flows on the economic development of Northeast China.After describing the current situation of heterogeneous human capital flow and economic development in Northeast China,this paper extends the linear free entrepreneur model of New Economic Geography by referring to the relevant literature of heterogeneous human capital research,adds the externality and flow parameters of heterogeneous human capital in the model,derives the model,and finds the income difference between regions.The difference of industrial structure is the main reason for the flow of heterogeneous human capital.The flow of heterogeneous human capital has an important impact on regional production scale.Based on the results of theoretical analysis,this paper uses the time series data of three provinces in Northeast China for 31 years to make an empirical analysis.The results show that: firstly,the impact of inter-regional wage disparity on the flow of heterogeneous human capital in Northeast China is less than that of inter-regional industrial structure;secondly,the flow of heterogeneous human capital has an important impact on the development of Northeast China.Regional heterogeneous human capital inflow has a positive impact on the economic development of Northeast China,while the outflow of heterogeneous human capital in Northeast China has a negative impact on economic development.Thirdly,reducing the transaction cost between regions has a positive impact on the economic development of Northeast China.Based on the results of theoretical analysis and empirical analysis,this paper puts forward two policy suggestions: First,the Northeast region should pay attention to the realistic problem of the outflow of heterogeneous human capital,starting from improving the income level of the owners of heterogeneous human capital,attracting the employment of foreign university students in Northeast China,improving the level of tertiary industry development,optimizing public services,and so on,to reverse the heterogeneous human capital.The situation of this loss.Secondly,attracting talents from other regions,reducing the cost of interregional logistics,breaking down barriers to interregional transactions,and improving investment in fixed assets are effective means to improve the economic development level of Northeast China.
