With the globalization trend of economic and educational development,educational exchanges and cooperation among countries are becoming more and more frequent,e specially in the process of higher education development,the trend of popularization,i ntegration and cooperation is gradually emerging.Recognizing the importance of highe r education,countries have increased their support for higher education,making the nu mber of higher education increase rapidly.With the development trend of popularizatio n,integration and scale of higher education,many problems related to the quality of higher education have gradually emerged,and the quality of higher education has beco me the focus of attention of all sectors of society.In order to ensure the quality of h igher education,it is necessary to establish a perfect evaluation system of higher educ ation,and change the traditional idea that input is more important than output in the process of higher education evaluation.In this context,OECD has launched the organi zation and construction of the Higher Education Learning Outcome Assessment(AHEL O)project.The OECD Higher Education Learning Outcome Assessment(AHELO)pro ject upholds the concept of student-centered higher education assessment,conforms to the trend of popularization,scale and integration in the development of higher educati on,realizes a bold transnational and cross-cultural attempt to evaluate the learning out comes of higher education,and provides the latest direction and relevant assessment m ethods for the quality evaluation of higher education.The reform has set up a good p aradigm for the development of higher education and has great reference value.Under the above background,this paper comprehensively uses scientific research methods such as documentation,comparative research and case analysis,through readin g and collating a large number of relevant documents,and on the basis of a detailed overview of the background,basic content and framework of the OECD Higher Educa tion Learning Outcome Evaluation(AHELO)project,analyses the current situation of t he project implementation and operation,and puts forward a project.In view of the f uture development trend,it can provide reference for the future innovation and develo pment of higher education quality assessment.This study is divided into the following parts:The first part is introduction.The reasons for the research problems,research pro blems,literature review and research ideas and methods to do specific combing and s ummary work.It provides clear ideas and theoretical support for the writing of the th esis.The second part elaborates on the OECD Higher Education Learning Achievement Assessment Project.Starting from the background of the project and the educational concept behind the project,it elaborates on the development context,purpose,content and method of the project,and has a deeper understanding of the project.The third pa rt is the construction of the OECD Higher Education Learning Achievement Assessme nt Project.The scope of project participation,the source and management of funds,the formation of expert teams and the basic framework and content of the project are i ntroduced in detail to further deepen the understanding of the project.The fourth part i s the practice of the OECD Higher Education Learning Achievement Assessment Proje ct.Starting from the project management,combining with the case method,starting fr om the project comprehensive inspection project evaluation method,evaluation situation,evaluation report,comprehensive inspection project implementation status.The fifth par t is the development trend of the OECD Higher Education Learning Achievement Ass essment Project.On the basis of the previous paper,the future development trend of t he project is prospected reasonably,and the related trend of the future development of the project is put forward,so as to improve the new direction of the evaluation of t he quality of higher education.
