Research On University Executive Power In The View Of Modern University System With Chinese Characteristics

Strong colleges lead to a strong country.The level of development of higher education is a significant symbol of a country's development level and development potential,and has always been highly valued by Chinese Communist Party and government,who have formulated a series of higher education development strategies and plans,and have put forward new demands on talent training according to the cultural,political and economic development trend.The completion and effectiveness of plans and demands depend on executive power,the vitality of plans and demands also depend on executive power.Therefore,it is of great significance to research the university executive power for promoting the development of higher education level and consummating modern education system with Chinese characteristics.By employing the perspective of the modern university system with Chinese characteristics,this article takes executive power as research objects,and chose questionnaire survey,interview survey,data collection,and experience summary as means,to structure university executive power iterative promotion mechanism under the guide of modern university system with Chinese characteristics and modernization of governance ability,provide a new way of thinking how to resolve executive power problem.Around the research logic of “Theoretical Preparation,Investigation and Analysis,Mechanism Structure,Summary”,this article is divided into four parts.The first part is the theoretical preparation,which includes chapter 1 and chapter 2.This part introduces the research background and significance,literature review of university executive power,research ideas and methods,and the main innovation points.Besides,this part illustrates the concept and content of modern university system with Chinese characteristics,and also illustrates the concept and content of modernization of governance ability.In addition to the above,the relationship between modern university system with Chinese characteristics,modernization of governance ability and university executive power also have been analyzed in this part.The second part is the investigation and analysis,which includes chapter 3 and chapter 4.This part contrastively analyzes the actualities of universities directly under ministries and commissions,local universities and private college,and reveals current situation of the Party and administration cadres,teacher groups and paraprofessional school personnel as well.Moreover,this part indicates the difficulties of university executive power according investigate and survey.The third part is the mechanism structure,which includes chapter 5.Starting with the executive power problem that have been found,this part presents the ideal of structuring university executive power iterative promotion mechanism,covering participation mechanism,stimulation mechanism,management mechanism,supervision mechanism and assessing mechanism.The whole mechanism is an integrated circulatory system.All the executive difficulties can be found and fed back unremittingly,and the executive body and executive way will be adjusted.The mechanism is being perfected by running processes repeatedly,and providing continuous momentum for universities executive power.The fourth and last part is the summary,which includes chapter 6.In this part,the main research results,deficiency and the prospective proposal of the further research,are all summarized and discussed.
