Research On The Operation Of Social Work Institutions Based On Projects

This paper takes the operation of social work institutions in Guizhou Province as the research object.In view of the different stages of the development of social work institutions,through interviews,questionnaires and other methods,it collects materials in the process of the development and operation of social work institutions.With the focus on the operation mode of H community construction center in Guiyang City,it analyses the dilemma of H community construction center in the process of development and operation,and tries to put forward the social work institutions in the process of development.The countermeasures and suggestions in the process of "embedded development".In the course of the development of social work,as an important carrier of social work professional services,social work institutions provide social services for vulnerable groups by means of government purchasing services to promote the operation of social work institutions,along with the attention paid by the government,civil affairs departments,mass work committees,minor protection committees and League committees to the protection of the rights and interests of vulnerable groups.It has become a "project-based" development model.While the government invests a lot of resources,it also lowers the registration threshold of social work institutions.In a short time,it urges social work institutions to meet the number of standards,but there is no effective evaluation on the standards of professional services.The operation of social work institutions is characterized by relying on projects,which objectively results in the adoption of some non-social work professionals.Registering and establishing social work organizations to compete for professional service resources of social work makes the quality of professional services provided by social work organizations uneven.This not only divides up the resources of professional social work organizations,but also makes it difficult to guarantee professional services for service objects.It is only satisfied with the completion of project indicators,which is not conducive to the development of professional social work organizations.The development model of "project-based" is due to the fact that professional social work is an embedded development in China.When social work specialty intervenes in social services,it is often embedded in the previous power structure.The government’s power infiltration leads to the increasingly administrative purchase of social work service projects.In this process,the internal governance structure of professional social work institutions Institutional and cultural values also change.Therefore,on the one hand,the operation of social work institutions relies on the government to provide social resources,on the other hand,it also relies on its own talent team construction and system construction,embedding professional social work from the weak autonomy of the government-led professional,to the deep embedding development of the government-professional cooperation.In the research,we find that there are many problems in the embedded development of social work institutions,such as single source of funds,low welfare benefits for social workers,unstable funds,imperfect institutional system,low degree of specialization and large brain drain,which interfere with the normal operation of social work institutions.It is proposed that social work institutions should adopt diversified financing methods,not only to undertake government purchases of service projects,but also to operate through self-financing,cooperation with other social organizations and purchasing projects from foundations.Under the premise of ensuring the normal operation of the institutions,the professional quality of social services should be guaranteed,social workers’ welfare benefits guaranteed,and future development plans should be considered during the project period.Prepare in advance the crisis plans such as the break of capital chain and the loss of personnel,raise the social attention,pay attention to the professional development,and form the deep embedded development of social work organizations to the government-professional cooperation.
