How Is "Ritual Governance Actions" Possible?

Community is a grassroots autonomous organization in China,which is the junction between the state and society.General Secretary Xi Jinping said although communities are small,they connect thousands of households,and it is important to do a good job in community work.Since the reform and opening up,the unit system has transitioned to the street residence system,and China’s exploration of community governance has never stopped.The Party and the state continue to pay attention to the community governance system and community governance practices.Community governance,which has received increasing attention in the Party’s and national strategies,has also become a key research object in multiple disciplines such as sociology and political science.In the national and social environment of the new era,exploring and innovating community governance requires not only academic and policy impetus,but also practical community practices.From the practice of community governance,this article finds that communities take the initiative to build a performance stage with "ritual governance actions".Through the political function of rituals and the internalized impact of culture,the opposing "top down" and "bottom up" are connected,and a cultural oriented governance technique is developed for communities currently trapped in administration.Under the constant demands and appeals of the state for systematization of community governance and innovation of governance mechanisms,innovative experiments have emerged in governance mechanisms such as composite governance,embedded governance,and refined governance.More subjects in community governance have been awakened and discovered,especially the subjectivity of the community itself.In the exploration and research of governance innovation,communities are gradually becoming themselves,that is,from an administrative node that passively receives instructions to a grass-roots autonomous organization with autonomy.In governance practice,institutional logic and community action strategies interact and interact,shaping the unique pattern of grassroots community governance.In this article,"ritual governance action" refers to a response to the active construction of communities trapped in the current governance system.It refers to the active use of institutional logic,which to some extent breaks through the constraints and regulations of the policy system on the community,and maximizes the convergence of the upper level of national power and the internal social energy of the community,reaping positive governance effects.In anthropology and political science,it is the normative and cohesive nature of rituals that promotes unity and triggers the synergy between the state and society.The study found that in Community X,the community focuses on symbolic performance actions,takes the work of welcoming inspections,promoting,and displaying as a priority,develops community space for cultural construction,and focuses on creating emotions,emotions,and atmosphere.This "ritual governance action" fully utilizes culture and rituals to give legitimacy to its own actions,which not only receives support from the upper government,but also stimulates the intrinsic vitality of the community through culture,Finally,the cultural "gesture" is transformed into a substantial "resource"."Ritual governance actions" do allow us to see initiative in the structure,but the unequal relationship between the state and society also makes it difficult for the autonomous actions of communities to escape the fate of levitation.The autonomy of communities inevitably carries structural characteristics,and the "ritual governance action" between structure and activism still shows us that community governance autonomy and institutional structure are not irreconcilable contradictory relationships.In community governance,the initiative of the governance subject and the stability and standardization of the structure need to cooperate with each other to check each other,in order to move towards a new governance future in a benign interaction.
