Research On The Problems And Countermeasures Of University Teachers Going Abroad In Shaanxi

Since the reform and opening up,the exchange and study abroad has a far-reaching impact on the new situation of socialist development in China.As one of an important measure for our country to expedite the development of science and education undertakings and talents to send university teachers abroad.It is also an important part of our country's opening to the outside world.Through the way of studying and communicating abroad,we can transform the big country of human resources into a powerful country of human capital,and vigorously enhance on the basis of constantly upgrading the stock of human capital.In particular,the public policy of going abroad will significantly affect the progress of society and the development of the country.Based on human capital theory,new public policy theory and training transfer theory,this paper uses literature research method and survey research method to study the problem of Shaanxi university teachers going abroad for public affairs.Through the analysis of the current situation,it summarizes the existence of Shaanxi university teachers going abroad for punlic affairs.The problems and reasons are mainly manifested in three aspects: the government,schools and teachers.The government mainly deals with the approval of going abroad on official business;the policy of going abroad on official business is too tight;the information is not open enough and the state control is too strict.Universities are mainly targeted at not strong;lack of clear target publicity;value quantity,not quality.Teachers mainly ignore the importance of international cooperation and do not understand the policy of going abroad on the basis of public affairs.Through the analysis,the final optimization countermeasures are: the government's optimization countermeasures mainly include streamlining the examination and approval process;establishing the mechanism of teachers' return visits abroad.Schools' optimization countermeasures include following the principle of "dispatching on demand" to build a talent echelon,conducting necessary propaganda and training,following the principle of "giving priority to efficiency" to improve quality,increasing the way of subsidies from public sending countries,increasing capital investment,and optimizing the Countermeasures of teachers going abroad on official business.The main countermeasures for optimizing teachers are to strengthen international cooperation and integrate resources,and to enhance the understanding of the policy of going abroad on business.
