Public policy is the code of conduct made by public sector to solve public problems. the new curriculum policy belonging to the education policy is also public policy. In China, the implementation and change of a policy is generally top-down. When we implement large-scale curriculum reform,relatively vast momentum, relatively fast starting, command set and the scale of the reform seem not to be a problem. however, in fact, Many aspects such as the quality of the implementation, the continuation of the time, propelled depth have evolved as a critical issue which puzzles the curriculum reform of China.The current distribution of powers between the central and local governments is relativelycomplicated, and this phenomenon extends into the field of education, embodied asunscientific course management system and the uncoordinated school management. Inimplementing the new curriculum, government, education authorities and schools are threespecific implementation body. The thesis is aimed at solving the differences of theorganizational structures of the school and studies their impacts on the implementation of thenew curriculum.From the perspective of the implementation of new courses organized by the schools, the main research questions are:( 1) the implementation of public policy(2) differences in the organizational structure of rural schools(3) in the implementation of the new curriculum, the differences of the specific behaviors in two typical schools and the reasons of the differences. The purpose of this study is to apply public policy, organizational management and other theories to explain the implementation of the new curriculum, with emphasis on the organization and management of policy implementation in schools. Theories of organizational structures include three aspects like the external environment of school organizations, schoolincentives and the school’s restraint mechanisms; Another purpose of the study is to explain with the theories of histology why there are so big differences in two schools by implementing the new curriculum.This study adopted such methods as interviews, literature studies and fieldwork. To ensure the universality of research results, interviews were mainly conducted with principals and the students and the teachers were randomly sampled. Enrich the basic theory of knowledge through the literature research and understand the similar case analysis to identify this paper’s theoretical framework; I used the fieldwork method to exclude the influence of subjective factors of interview subjects to make the findings more accurate.Implementation of the results of Tai’an City, Shandong Province, F school new curriculum policy is better Liaocheng D school, the investigation in accordance with the goals of the new curriculum into course objectives, course structure and content, curriculum implementation and evaluation of teaching and other aspects of collation and analysis. Interviews showed that the principal ’s leadership style to implement the new curriculum has played an important role in government investment in education directly affects the intensity of policy implementation, supervision and management of educational administration and school effective incentive and restraint mechanisms that lead to different effects the main reason.
