In recent years, some secondary vocational schools in China are facing different levels of enrollment dilemmas.“Difficulties in enrollment” not only affected the sustainable development of vocational schools, but also made the phenomenon of “technical shortage” intensified. Therefore,it is necessary to explore the enrollment dilemma of secondary vocational schools, analyze its current situation and causes, and study countermeasures to solve problems. This paper conducts a questionnaire survey on the students of Daqing secondary vocational schools, and finds that vocational schools are faced with recruitment dilemma of different degrees. The current secondary vocational school students mainly comes from the ordinary families, students their own understanding insufficiency, the value of the secondary vocational education, secondary vocational schools and teaching does not conform to the students expected, teachers' own quality and sense of responsibility, and these problems directly led to the vocational schools graduates employment situation is not ideal, then aggravate the difficult dilemma of recruit students. The reasons for the difficulty in recruiting secondary vocational schools can be summarized as system, culture, school and family. From the perspective of system, the current secondary vocational school enrollment process in China's laws and regulations are not sound phenomenon; The guidance policy of secondary vocational schools is relatively lack. There is a great deal of local protectionism in individual areas. From a cultural perspective, the difficulty in recruiting secondary vocational schools is mainly due to the influence of Confucianism on the relationship between work and education, and many parents still believe that higher education will inevitably bring good jobs. From the perspective of schools, secondary vocational schools are in an awkward position after the reform of education system. The lack of well-connected upper and lower levels of education and the expansion of university enrollment all affect the number and quality of students. From the perspective of family, the cost of attending secondary vocational schools and job development after graduation are also the key concerns of parents and students. On the basis of the above research, this paper argues that the strategies to solve the recruitment dilemma of secondary vocational schools should start from the following aspects: first, the government needs to guide and regulate the supervision and management of the market, support the recruitment of secondary vocational schools from policies and systems, and regulate the recruitment market.Secondly,we should focus on propaganda and change traditional thoughts to help parents and students understand correctly the teaching process of secondary vocational schools and the subsequent process of entering and employment.Thirdly, secondary vocational schools need to start with themselves, strengthen construction and publicity, and create and use advantageous majors to attract students. Finally, starting from the students' families,we can change the family ideology and introduce teaching subsidy to help families reduce economic pressure.
