With the deepening of the new curriculum reform,the country's increasing emphasis on music education and the promotion of national policies have pushed music education to the "spring",while at the same time "reviewing what,what to test,and how to evaluate music quality." The confusion of how to test is gradually moving towards a clear state.This paper will sort out the development of the music quality assessment of primary and middle school students since the new curriculum reform.The overall framework includes the introduction,the theoretical basis,the preliminary development stage of the music quality assessment of primary and middle school students,the transitional perfection stage of the music quality assessment of primary and middle school students,and the evaluation of the music quality of primary and middle school students.Deepen the implementation stage and six chapters of reflection and suggestions on the evaluation of music quality of primary and middle school students.The whole can be divided into four parts.The first part is the introduction.It expounds the origin of research,the significance of research,the time limit of topic selection and the definition of basic core concepts,research summary,research ideas and methods.The second part is the theoretical basis.The evolution of the music quality assessment of primary and middle school students in China is like the long history of a thick layer of "the theoretical river mud".Goethe once said: "The theory itself is useless to itself,but it is It makes us believe in the correlation between various phenomena.This article will explain its profound theoretical foundation from the perspectives of human comprehensive development theory,multiple intelligence theory,post-modernism education evaluation,music aesthetic education,and comprehensive art curriculum.The third part is the timeline of the three stages of the evolution of music quality assessment.According to the logical evolutionary thinking of “pre-emptive,postbreaking,deepening”,and then through the “music curriculum standards” of each stage,The first level of "what to comment on" and "how to evaluate",and the in-depth analysis of the second level of "what to test" and "how to test" under the influence of the "examination and evaluation system" reform,the two lines are criss-crossed Comprehensively combing the music quality assessment of primary and secondary school students from nothing,from virtual to real,from concept to practice,from small to large-scale logical evolution.The first stage is the initial development period of the music quality assessment of primary and secondary school students.In 2001,the Ministry of Education issued the "Basic Education Curriculum Reform Outline"(hereinafter referred to as the "Outline"),marking the official launch of a new round of basic curriculum reform in China.In these 10 years,the first is to take advantage of the "reform" of the East,the music curriculum evaluation has also been reformed.At the same time,the examination and evaluation system of the previous "test-oriented education" no longer applies the training mode of "quality education",and the call for reform of the examination and evaluation system is urgently needed to be resolved.In practice,China has explored a new type of "comprehensive quality evaluation" system,which is the institutional guarantee for the transition from "test-oriented education" to "quality education" in China,and also the background and opportunity for the development of art quality assessment for primary and secondary school students.The sub-dimension "Aesthetic and Performance" of the "Comprehensive Quality Evaluation" is an evaluation of art.This is the first time that an artrelated evaluation is embedded in the examination system.With the advancement of curriculum reform,the 2004 High School Music Curriculum Standards(Experiment)requires evaluation of all compulsory courses.The high school level test is no longer just a focus on the academic examinations of liberal arts courses,but also includes music,art,physical chemistry experiments,etc.in the high school level.In the ten years of the new curriculum process,the music curriculum evaluation of students' music quality is basically in the state of "new ideas and old methods",and the examination and evaluation system about students' music quality also belongs to "the thunder is loud and the rain is small".At this time,the evaluation of music quality is only at the stage of “conspiracy”.In the grasp of policy concepts,there is still a lack of “fire” in the implementation and practice of primary and secondary schools.The second stage is the period of perfection of music quality assessment for primary and secondary school students.The reflection,examination and implementation of the new curriculum reform in the past ten years show that the first decade of the new curriculum reform is “wearing new shoes and taking the old road”,and the concept of national policy has not been implemented into practice.After China entered the new century,in 2010,the country's three-step strategic planning key point,issued the first ten-year education development plan-"National Medium-and Long-Term Education Reform and Development Plan(2010-2020)"(below)Called the outline).Immediately,in order to implement the spirit of the "Outline" and combine the experience of the first ten years of the new curriculum reform,in 2011,the "National Compulsory Education Music Curriculum Standards"(hereinafter referred to as "11 Edition Curriculum Standards","11 Edition Curriculum Standards" was revised.The biggest revision of the music curriculum evaluation is to highlight the “student evaluation”.The country proposed the “Sports Art 2+1” project in 2004,and in 2010,under the guidance of the spirit of the “Outline”,the Ministry of Education proposed “Sports”.The evaluation results of the “Art 2+1 Project” were included in the comprehensive quality evaluation,which enriched the evaluation content of the comprehensive quality evaluation art quality.At this stage,the music quality evaluation of primary and middle school students was in the “breaking” stage.The third stage is the deepening implementation period of the music quality assessment of primary and middle school students.With the deepening of the new curriculum reform and the "core literacy" education background,China released the "China Student Core Literacy Elements" in 2017.In 2017,under the background of core literacy,the "High School Music Curriculum Standards"(2017 edition)was revised.In terms of the music examination system,the evaluation of music quality has been qualitatively improved.First,the "Measures for the Evaluation of Artistic Quality of Primary and Secondary School Students" The presentation of the document fills the gap in China's evaluation system of artistic quality,which indicates that the state's awareness of the evaluation of art subjects has shifted from the macro level to substantive behavior guidance,and the provinces are also advancing the evaluation of the artistic quality of primary and secondary school students.The fourth part is to promote the vision.The author conducts a dialectical analysis on the current contention of the music quality assessment into the middle and high school entrance examination system,and puts forward suggestions for the development of music quality assessment for primary and secondary school students.
