Research On Application Of Social Work To Deliberative Governance In Urban Community

With the acceleration of urbanization,urban communities are confronted with a series of new problems and challenges: the increasing heterogeneity of communities,the diversification of community interest subjects and interest demands,the increasing proliferation of community conflicts,and the weakening of community residents' sense of belonging and identity to the community.Traditional "government-led" top-down administrative community management model is no longer adapted to the new situation.Deliberative governance emphasizes the application of the idea and method of deliberative democracy in the practice of community governance,and forms consensus by promoting equal communication and rational consultation among community stakeholders on community public issues,so as to realize good governance.This governance paradigm has undoubtedly become an effective choice to resolve community conflicts,maintain community harmony and stable development,and promote the formation of a community governance system for co-construction,co-governance and Shared development in the new era.Following the values of people-oriented,self-help,fairness and justice,social work takes a flexible approach to help solve community problems,coordinate community contradictions,and plays an important role in promoting community deliberative governance.However,as a new community governance force,what is the path for social work to participate in deliberative governance in Urban community? What role can it play in promoting deliberative governance in Urban community? Neither the government nor social services institutions have a clear answer to this question.This paper adopts the method of case study and selects the representative F community among the first batch of community governance innovation demonstration sites in xiangzhou district,zhuhai city as the research object.By using participatory observation,in-depth interview and other research methods,this paper studies the specific practice process and effect of social work participating in F community deliberative governance,and explores the path for social work to participate in community deliberative governance,hoping to provide theoretical and practical guidance for social work to participate in urban community deliberative governance.It is found that the top-down policy system design of the government provides animportant policy basis for the participation of social work in the deliberative governance of F community.The acceptance and trust of the neighborhood committee of F community and its residents in social work have laid a good social foundation for social work to participate in deliberative governance of F community.The compatibility between social work and community deliberative governance in terms of value and goal,and the advantage of social work in professional service method are the important preconditions for social work to participate in F community deliberative governance.Social workers can effectively promote F community deliberative governance from the five dimensions of cultivating community deliberative spirit,building community deliberative platform,improving community deliberative ability,establishing community deliberative system and promoting the implementation of community deliberative results.
