At present,the two kinds of paths of "universal development" and "local development" appearing in national vocational education are contradictory.Universal development is aimed at reducing the capital investment,improving the level of running schools,optimizing the structure of teachers,and other quantifiable and operational aspects,focusing on narrowing the gap between national vocational education and vocational education in developed regions.Local development hopes to highlight local ethnic minorities The characteristics of culture and skill,the particularity of national vocational education,follow the direction of individualized development,and start from the complexity,non-replicability and non-quantitative aspects of national knowledge.How to achieve the harmony of quality and characteristics,how to find the birth point of national education advantage,has become an urgent problem to be explored in the reform and development of minority vocational education.Through the methods of literature,observation and comparison,the author studies the historical development process and performance characteristics of national vocational education,clarifies the reality of the development of minority vocational education,and deeply analyzes the relative development of "universal" and "local" development modes.First of all,the two interpretation systems of “locality” and “universality” permeate the development of national vocational education.Putting emphasis on and emphasis on "locality" does not mean the dilution and elimination of "universality",but under the joint action of these two forces,it strengthens the attention and attention to the quality of vocational education and cultural preservation in ethnic areas.Secondly,the development model of vocational education in ethnic areas should be shifted from linear development to spiraling development,from the three levels of special preconditions,objective conditions and value complex conditions.From the reality of ethnic minorities and ethnic areas,we should pay full attention to the characteristics of its culture and the particularity of vocational education types.It not only pays attention to the level,positioning and mechanism of vocational education,but also pays attention to the excavation,inheritance and innovation of national culture.Thirdly,the development of national vocational education should adhere to the symbiosis concept of seeking common ground while reserving differences to assist national members to the excellenceoflife and promote the harmonious development of economic and cultural systems and ecosystems in ethnic areas.
