Police Study On Funding Of Private University In The Republic Of China

This thesis takes the funding policy of private universities in the Republic of China as the research object.Then it sorts out the development history of private universities during the Republic of China from the period of Beiyang government(1912-1927)and Nanjing National Government(1927-1949).It outlines the evolution of the total education finance system during the Republic of China,and this thesis has also detailed the relevant funding policies of private universities.The relevant funding policies of private universities conducts a specific analysis mainly from the perspective of the sources of funds,the use of funds,the supervision of funds,and the influence of the financial policies.During this period,Private universities have less funding than public universities in general.But in terms of funding sources,private colleges have more channels to get funding than public universities.Social donations,government grants,student contributions,and school property income are main sources of funding for private universities.Among them,tuition is the most stable income of the school;the government subsidies have experienced a process from small and random to large and normative;social donations and school property income are also a powerful supplement to school funding.Due to the tight budget,private colleges and universities are cautious in the use offunds.All of them focus on improving the quality of schooling,try to increase the investment in school infrastructure and teachers' salaries,and streamline administrative institutions to create maximum value with limited funds.The funds use must be supervised.The supervision of private colleges and universities can be realized through the government's policy macro-control and self-regulation within the school.Such as the visual guidance system,the board of directors system,and the principal responsibility system,and so on.Through research and analysis,it is found that the strategies of private university funding policies during the Republic of China are mainly as follows: diversified financing methods,saving and efficient use principle and strict funding supervision mechanism.The private university funding policy during this period is mainly characterized by the continuity of policy development,the standardization of policy content,and the systematic of policy texts.
