As the one of significant county in Hunan province to develop agriculture,Yueyang County’s agricultural human resource is plentiful.Putting more effort on agricultural human resource of Yueyang County,which plays an important role in enhancing the economic development of Yueyang city.It is also vital for common development of both agriculture and rural economy in Yueyang County’s 14^th five year planning.The article’s title is“The research of rural scientific and technological personnel training in Yueyang County”,to review literature concerned and local archives,to use local statistics and social questionnaire,to analyze the question and advantages in rural scientific and technological personnel training in Yueyang county,which analyzing the reason of problem happened.The researcher combined the differences between China and other developed countries in rural scientific and technological personnel training,to sum up some advice and policy in coping with this phenomenon.These advice could act as some reference for human resource in Hunan province,also for different counties policy making in rural economy and agriculture developing goal.We can find some problems in related study of rural scientific and technological personnel training in Yueyang County:lacked technician in grassroots of rural scientific and technological,unbalanced in rural scientific and technological troops,the outflow of talent and short of systematic training mechanism.Some researchers show lots of complicated causes and it leading cause would be less policy to support them,impeding the enthusiasm of human talents,not abundant funds in training,the human training out of line with rural fact,the brains draining because of the developing market,the unreasonable in training mode for rural scientific and technological human resource.Based on these facts,if it is possible to enhance the level of human resource in Yueyang county,some advice given in this study in combining the experience from china and other countries with real fact in Yueyang county.At first,strengthen consciousness in human training.At second,the government should enhance the funds.At third,agriculture talents should be located explicitly.Next is enhancing its force.At last,it should establish a complete mechanism for rural talents.
