The Research About The Evolution Of Scientific And Technological Talents Policies In Hubei Province Based On Content Analysis

social economy,science and technology innovation ability is the main part of the core competitiveness of nations.And scientific and technological personnel to be important determinants of innovation,also is one of the most important resources in the economic and social development,people more and more obvious role in promoting the economic development of.National and regional competition power of science and technology is the competition,is the talent competition,especially high-level technology talented person’s competition is a national comprehensive national strength of ascension,and enhance competitiveness of the important strategic choice for the region.Talent development,policy leading,good policy can be gathered talents,revitalize the talents,guide the talent.Science and technology talent competition,in some sense is the competition policy and system.Policy is vital for the development of talent,and constantly improve the scientific and technological personnel policy system,in order to better for the introduction of talents of science and technology,culture,security,flow to provide a good policy environment.Research talents of science and technology policy,therefore,to perfect the policy system,play a role in promoting scientific and technological personnel to economy,improving innovation ability.Based on the 1978-2017 in Hubei province scientific and technological personnel policy text as the research object,constructing policy external properties and text two primary dimensions analysis framework,using content analysis parsing the evolution and characteristics of Hubei province scientific and technological personnel policy,in order to put forward the optimization of Hubei province scientific and technological personnel policy.This article first to Hubei province scientific and technological personnel policy historical evolution stage is divided into three stages:1978-1992 to explore the early stage,deepening stage of development in 1993-2005,2006 to present deepening development stage;Then from the policy number,the post of policy subject,policy practice type and applicable objects four talents;Policy tools from single to multiple,but excessive and missing coexist,the proportion of environmental policy instruments slants big,deficiency demand policy tools;Talent guarantee policy content is continuing to improve,but relatively insufficient and the talent flow measures.Based on this,this article put forward to improve scientific and technological personnel policy,to further strengthen the coordination of various departments;Optimize the structure of scientific and technological personnel and strengthen the importance of enterprise science and technology talents;Overall supply policy tool,reasonable utilization of environmental type,demand policy tools;To further optimize the talents of science and technology policy system,perfect the science and technology talent development management process;To strengthen the implementation of the scientific and technological personnel policy and evaluate five optimization of Hubei province scientific and technological
