The implementation of the minimum wage system is aimed at protecting the legitimate rights and interests of low-income workers and satisfying the basic material needs of these low-income workers in their daily life.With the fast growth of social economy,the minimum wage system is also an inevitable requirement for low-income people to share the fruits of social and economic development and solve the major contradictions in the new socialist era.This study in quanzhou city minimum wage system as the research object,based on the quanzhou 11 counties(area,city)of the actual situation,first discusses the minimum wage system in quanzhou and the relevant provisions of the development evolution,and then through the similar city minimum wage standard and economic development,the comparison of related economic indicators,on the basis of statistical analysis to explore the content of the minimum wage system of possible problems,and used interview method and questionnaire investigation,head of research government officials,enterprise and enterprise employees,the research of its views and Suggestions on the minimum wage system,etc.,Furthermore,this paper analyzes the problems of the minimum wage system in quanzhou from policy formulation to implementation with the theory of public choice,and puts forward corresponding countermeasures and Suggestions.The results indicated that the minimum wage system in quanzhou has been effectively implemented in every county,increasing the minimum wage,and growth is higher than that of urban residents' consumer price index,but there's still a real problem.It is mainly reflected in the imperfect laws and regulations of the minimum wage system in quanzhou.The enterprise's labor quota is not reasonable and adopts the bundled wage structure;Minimum wage standards are generally low and less flexible.Through from the perspective of public choice,the problems were analyzed,and we know that because of the primary political market,the preference of laborer cannot be expressed efficiently,enterprise's preferences are "excessive";In the policy supply market,the failure of the government in the policy-making process,the absence of the main body of public choice in the deliberative process,and the ineffective implementation of the system in the implementation process;The lack of evaluation in the policy implementation market,quanzhou's minimum wage system is not perfect.Therefore,in order to further improve the system of quanzhou city minimum wage,but also further from strengthening propaganda,strengthen supervision and law enforcement,establish and improve the evaluation mechanism,establish and improve the supervision evaluation system and other aspects,make the body of the minimum wage system in quanzhou public choice preference can be directly effective expression,restriction "excessive" expression,preserve and protect the interests of the workers.
