In May 2018,the General Office of the State Council issued the Guiding Opinions on Strengthening the Construction of Small-scale Rural Schools and Township Boarding Schools in an All-round Way.In this guidance,the construction of township boarding schools is listed as an important component of the realization of comprehensive rural compulsory education,and is also an important link in the implementation of the strategy of rejuvenating the country through science and education.The goal set by the General Office of the State Council is that by 2020,the country must achieve the basic implementation of compulsory education in townships,balance the allocation of urban and rural teachers,and realize the integration of urban and rural education.In addition,along with the in-depth promotion of China's school layout adjustment policy,boarding schools have appeared in large numbers.The transformation of their educational functions,the deepening of the school-running concept and the innovation of educational goals have all raised new and higher development requirements for boarding schools.Therefore,the subject of this paper is the predicaments and countermeasures of the boarding schools in townships in Miluo City.After understanding the relevant background of the township boarding schools,the research status and the theory home and abroad,this paper is based on questionnaires and interviews,conducting research in seven township boarding schools in Miluo City.Through the analysis of the survey results,it is clear that the predicaments at the school condition level are: less per capita area,more crowded space,no separate bathrooms and storage space in dorms,potential safety hazards in school infrastructure,lack of facilities for extracurricular activities;the teachers at the boarding schools in townships face these predicaments: most of the teachers are also "life teachers",unreasonable professional structure,lack of professional knowledge,and lack of professional affection,the number of life teachers is lacking and not professional;the predicaments at the management level are: less dormitory management staff,heavy tasks,the content of extracurricular activities is single,lack of organization of extracurricular activities,campus bullying,poor safety knowledge of the students and students' low mental health level.Then it analyzes the causes of the predicaments of the township boarding schools.Finally,it puts forward measuresto help township boarding schools get out of trouble from two levels: improve the external guarantee system of the boarding schools,and strengthen the internal management of the boarding schools.The research in this paper aims to arouse the attention of the education departments and managers to the situation of boarding school,and realize the particularity and importance of the boarding school teachers.It is also clear that the current township boarding schools cannot meet the actual contradiction of educational needs in terms of school conditions,faculty,and school management.In order to promote the development of township boarding schools,the government and schools are required to apply theory to practice,improve external support,supervise internal management,and improve the quality of teachers to enhance the educational function of township boarding schools.As a result,the quality of education in township boarding schools will be comprehensively improved and the development of basic education in townships and towns in Miluo City will be promoted.
