The World Bank is a powerful driving force for the global education gender equality process.As one of the important institutions of the UN system,it actively participates in the UN global conferences on education development and women’s development,and actively internalizes related key concepts into institutional work.It can be said that the World Bank’s policies of gender equality in education not only reflects its institutional characteristics,but also witnesses the transformation of the concept of gender equality in education in the international community.So far,the World Bank has made great achievements in promoting the achievement of gender equality in education in developing countries.As the third largest shareholder of the World Bank,If familiar with the World Bank’s policies,China will better participate in World Bank affairs.In addition,gender inequality in education in China is to some extent common,and the policy of gender equality in education is generally vague.Therefore,learning form the World Bank’s education gender equality policy is conducive to more positive reform and development in accordance with itself.The research on the World Bank’s education gender equality policy is mainly based on three aspects: the main content and characteristics of the World Bank policy of gender equality in education;the evolution of discourse and its causes;the composition of the discourse system behind the policy.This paper divides the World Bank’s policy texts of gender equality in education into three catagories based on three significant time nodes.Based on the concept of policy discourse content,the analysis of the policy discourse of the three periods is based on policy focus,policy objectives and policy measures,and the text discourse is coded step by step through NVivo11 software.Then,based on the content and results of the code,the characteristics of the World Bank’s policy texts of gender equality in education are summarized as follow: the policy focus is on the transition from the educational starting point to the outcome;the policy objective is mainly based on the impact of female education on child welfare and economic development;a framework of action has gradually formed with household,market and formal institution as an entry point.On this basis,the paper further analyzes the evolution and causes of policy discourse in different periods,and finally summarizes the discourse system in the evolution of the World Bank’s policy of gender equality in education: inheritance and transcendence of neoliberalism;the unity of opposites based on instrumental rationality and value rationality.The World Bank Education Gender Equality Policy also provides ideas for the development and improvement of China’s policy of gender equality in education:strengthening the development of more focused policy of gender equality in education,incorporating gender mainstreaming strategies,and focusing on balancing gender equality in allocating resources and capabilities in education,and finally setting out to build a special gender-equality discourse system for education in China.
