The arrival of the new era,with the improvement of living standards,the progress of science and technology,society into a period of rapid development,the education become the basis of the new era of development and personnel training of core strength,but by the economic,the influence of geographical location,the rural education is relatively developed areas is poorer,unbalanced education in rural areas is the problem to be solved,is also the national leaders attention problems.Physical education in rural primary and secondary schools is an important way to promote students' participation in physical exercise and physical health,and occupies an important position in school physical education.Students' physical health is an important guarantee for their normal study and life.Student physique health monitoring is an important part of school sports work,the national student physical health standard "(hereinafter referred to as the" standard ")is effective implementation ways and means to improve the students' health level,this study using the methods of documentation,questionnaire,mathematical statistics and expert interviews,this study investigates the current situation of the implementation of the Standards in rural schools in Hunan Province,analyses the difficulties in implementation,and explores the strategies and methods to solve them.The conclusions are as follows.:(1)there are some problems in the implementation of standards in rural schools in hunan province.The implementation subject and object have low cognition of the implementation of "standard",low cognition of the process method in the implementation process,and weak attitude towards the implementation of "standard".And the implementation of the main existing workload is too heavy,not satisfied with the pay and the implementation of the results of the meaning is not clear and so on.In addition,the rural school environment does not meet the requirements of the implementation of the standards.(2)in terms of the implementation subject,the implementation subject of rural schools in hunan province was not well prepared before the implementation of the standard,so that only 65% of education administrative departments,60% of sports administrative departments,75% of school leaders and 58 physical education teachers understood the purpose and significance of the implementation of the standard.The workload and salary distribution among the implementation subjects are not reasonable.In addition,the implementation subjects change the data.(3)in the implementation of the object,hunan rural schools to implement the object to the "standard" implementation of the purpose and meaning don't understand,for the implementation of the method in the process of the lack of cognition is low,the implementation of the object to the "standard" implementation of accounted for 16.7% of the students is not a positive attitude,for the "standard" access to the results of carrying out is too single,67.62% of the implementation of the object are obtained from physical education teachers.(4)in terms of the implementation of the environment,the physical environment of rural schools in hunan province has problems such as personnel shortage,lack of funds and limited facilities.74% of schools lack relevant special funds,only 28% of rural schools have physical health test rooms,only 40% of sports facilities meet the requirements of the implementation of the standard,and 60% of these do not belong to qualified products of the ministry of education.(5)In order to promote the effective implementation of "standard" in rural schools in hunan province,it is proposed to strengthen the publicity and improve the cognition of the subject and object of the implementation of "standard".We will innovate the implementation model of the standards and ensure their scientific implementation.We will improve the supervision mechanism for the implementation of the standards and standardize their implementation..Improving the Implementation Environment of the Standards and Ensuring the Effective Implementation of the Standards and other recommendations.
