At the present stage,the new industrialization and urbanization of Hebei Province are developing very rapidly.The way of talent allocation and industrial structure upgrading are not carried out simultaneously,and this problem is becoming more and more obvious.In 2001,the National High-Skilled Talents Revitalization Plan was launched.The Central Committee of the Communist Party of China and the State Council emphasized the importance of high-skilled talents to the strategy of strengthening the country through talents as early as the first national talent work conference in 2003.Hebei Province is striving to accelerate the transformation of economic development.Through the implementation of key talent projects and innovation-driven development strategies,it aims to create a platform for talents to have the opportunities for self-development,and improve the support system for high-skilled talents so as to achieve a stable,healthy,rapid development of the economy in Hebei Province.On the basis of the studies of domestic and foreign scholars on high-skilled talents,this paper,firstly elaborated the concept of high-skilled talents and the concept and classification of talent flow.It made an in-depth elaboration and analysis on the theory of talent flow,especially in the model research,paving the way for the following research.Secondly,after the theory has been combed,the current status and flow status of high-skilled talents in Hebei Province have been comprehensively reviewed.The current situation is mainly to sort out the number of highly skilled personnel in various industries and industries.Again,referring to previous research models,this paper specially designed a model for this paper and wrote a questionnaire on the model it designed.By using SPSS software,the author carried out a detailed analysis on the collected questionnaires.The statistical results showed that there are many factors influencing the willingness of high-skilled talents in Hebei Province,including salary,job nature,personal development prospects,training opportunities,democracy,business development prospects,policy support and so on.Finally,Logistic multiple regression method was used to further analyze the above factors.The analysis is aimed at high-skilled talents in different fields,among which it was found high-skilled talents in manufacturing and high-tech industries have a stronger willingness to move.In the last chapter,in view of the motivation ofall the influencing factors of the flow of high-skilled talents in Hebei Province,the author proposed solutions from two main aspects,namely the government and the organization.The key to the solutions is to attach importance to highly skilled talents and create a good environment for them,by formulating policies and providing corresponding countermeasures and suggestions for relevant departments.
