At present,Ningxia is in the decisive period of winning the battle of poverty alleviation.With the rise of emerging information technologies and industries,Ningxia has become increasingly aware of the importance of talents for economic development,especially high-skilled talents.Ningxia has achieved good results in the construction of high-skilled talents in recent years,and gradually established a comprehensive training system for skilled talents covering training,competition,evaluation,salary increasing,and corresponding policy-supporting systems,but there are also some problems,such as the structural imbalance of high-skilled talents,insufficient number of training institutions,inadequate implementation of relevant links,the insufficient depth of integration of production and education,and low overall status of high-skilled talents.This article starts with the relevant theories of the connotation of high-skilled talents and training models,and analyzes the bottlenecks in the cultivation of high-skilled talents in Ningxia.By summarizing the experience in vocational education,skills training and assessment,vocational qualification certification and social status promotion in developed regions at home and abroad,the strategies to deal with the problems in the cultivation of high-skilled talents in Ningxia were finally discussed.Ningxia should fully seize the key opportunities for regional development in the new era to exert its own industrial advantages,innovate the cultivation mechanism of high-skilled talents in the regional industry,and build a regional talent base relying on the wave of emerging science and the new platform of the "Belt and Road";give full play to the government's macro-guidance role;strengthen policy guidance at the same time of doing well in corresponding system guarantee;standardize market operation to create a good social atmosphere,and finally effectively increase social recognition of highly skilled talents;optimize school training resources and systems;improve the enthusiasm of enterprises to participate in the cultivation of high-skilled talents,and strengthen the deep integration of school-enterprise cooperation.
