In tune with the progress in China's industrial upgrading,the innovation of vocational training policy to ensure the availability of high-quality labor force has received growing attention.Meanwhile,Premier Li Keqiang,in the 2019 Government Work Report,underscores the vital importance of modern vocational training in ameliorating employment pressure and strengthening skilled workforce in the labor market.Hence,reinforcing vocational skills training becomes pertinent when China fosters its digital economy and industrial upgrading.By the end of 2018,China has established 562 modern apprenticeship pilot projects,which have proved quite effective.However,when compared with those of developed countries,China's vocational skills training still confronts challenges.Structural conflict also exists in the mismatch between the demand for and supply of skilled workers in the labor market.Thus,it has become a high priority to formulate vocational skills training policy.Therefore,this thesis,from the perspective of institutional theory and rational choice theory,explores Canada's apprenticeship policy and analyzes its effectiveness from six criteria summarized by the International Labor Organization(ILO).It aims to advance China's innovation of vocational training policy and stimulate reflection on the challenges faced by the recent apprenticeship pilot projects with comparative experience.The thesis consists of six chapters.Chapter One introduces research background,significance of the study,methodology and definition clarification.Chapter Two provides literature review,theoretical framework and the inherent logic between theory and the following analysis.Chapter Three conducts institutional analysis of Canada's apprenticeship policy in terms of its governance model,legislative framework,and labor market relevance,and Chapter Four analyzes the costs and benefits of apprenticeship from three key stakeholders:apprentices,employers,and the government.Chapter Five,based on the previous analysis,assesses the effectiveness of Canada's apprenticeship policy and summarizes its characteristics.Chapter Six discusses three implications of Canada's apprenticeship policy for China and draws conclusion.
