The Study About The Influence Of Public Expenditure On Urban Migration

With the development of social economy,the population needs more and more local public services,and people will pay more and more attention to the public goods that the city can provide.Therefore,as a means of allocation of public resources,local public expenditure has an important impact on urban population migration.According to Tiebout Model,as China’s population control to relax,in order to improve the city’s development potential and talent attraction,local public spending needs to reform actively,where consumer public fiscal expenditure,productive local public expenditure and administrative local public expenditure on rational allocation,strengthen local public financial expenditure and the coordination of urban population migration,promote the coordinated development of local economy,is also the requirement of a service-oriented government.Based on this,the main content of this paper is as follows: First,explore the status of urban migration and local public financial expenditure;Second,through theoretical analysis and empirical analysis,we find that the specific impact of different types of local public financial expenditure in different cities on urban population migration is obtained.Third,policy suggestions are made according to the specific impact of local public financial expenditure on urban population migration.Through the analysis of the 206 Chinese cities population migration and the local public financial expenditure,and combining with theoretical analysis,this paper constructs the local public financial expenditure the empirical analysis of the impact on urban population migration,the results showed that the influence of the local public finance expenditure of urban population migration has the regional differences,and producer,consumer,and administrative local public finance expenditure of urban population migration also can produce different effects.The increase of consumptive local public finance expenditure will obviously attract the population to move in,while the increase of administrative local public finance expenditure will cause the urban population to move out.In the more developed city,the increase of productive local public finance expenditure cannot improve the population attraction,but in the western cities with weaker economic development has a positive impact on the population migration.Under the restriction of household registration system,the effect of consumptive local public finance expenditure on urban migration is significantly reduced.Based on the above conclusions,it is suggested that local governments should optimize the structure of local public finance expenditure according to the characteristics of local economic development.Use local public policy to guide urban population migration reasonably and form talent advantage;Improve the administrative efficiency of local government and reduce the administrative cost;Establish diversified local performance appraisal indicators to lead the rationalization of public financial expenditure.
