Teacher is the basis of education.To realize the education plan,high-quality teachers are foundation.In order to promote the development of special physical education teachers in China,this paper uses the methods of literature analysis,questionnaire investigation,Delphi method and so on,taking the development process of teachers’ professional accomplishment as the starting point.Explore the connotation of special PE teachers’ professional accomplishment;By analyzing the requirements of adapting PE teachenr’professional qualities in Europe and America,this paper provides a valuable reference for the study of the special PE teachers’ professional literacy in China.In order to find out the practical requirement of special physical education teacheus’ professional quality in special physical education taching practice,the special physical education teachers’ professional literacy was investigated by issuing special physical education teachers’ professional literacy questionnaire in special education schools,and combined with the actual situation of special physical education teachers’ professional literacy.In ouder to construct the professional quality index system of special physical education teachers,Delphi method is used to issue expert questionnaire.In view of the actual situation and existing problems of the professional accomplishment of the special PE teachers in our country,the corresponding steategies of improving the professional literacy of the special PE teachers in our country are put fouward.This paper is divided into seven chapters,the specific research process is as follows:The first chapter,the introduction of the research backguound,research significance,research object,research methods,research ideas,Framework and domestic and international research on the status quo of special physical education teachers’ literacy are systematically combed and summarized,and the innovation of this paper and the main research content are elaborated in detail.The concepts related to the content of this paper are expounded to lay theoretical foundation for this study.The second chapter,taking the development process of teachers’ professional accomplishment as the starting point,analyzes the decisive and extrinsic factors of the development of special PE teachers’ professional literacy,including the cognitive ability of special PE teachers.Professional development motivation and developmentNeeds,external factors mainly include the special physical education policy and special education school environment issued by the state.This paper analyzes the teaching objectives of special physical education,the characteristics of teaching objects and their sports needs,the subjectivity,differentiation,success and development of soecial physical education teaching,and expounds the professional characteristics of special physical education teachers.It is necessary to establish the professional quality of special PE teachers.The third chapter analyzes the requirements of special PE teachers in Europe and the United States.The European and American countries put fouward clear and systematic requirements for the special PE teachers’ professional knowledge and ability.The contents are detailed and operable.At the same time,national or local departments will regularly carry out special physical education teacher training programs.Based on this,our country needs to strengthen the research,put forward the professional standard content of the special physical education teacher as soon as possible,the request of the professional accomplishment of the special phusical education teacher needs to carry on the thorough tesearch from the aspect of structurization,comprehensive and sustematization.The fourth chapter,the special PE teachers’ professional literacy index questionnaire is issued,and the experts carry out two rounds of screening and providing corresponding opinions on the indicators,and finally determine the professional literacy index system of the special physical education teachers in our country,which consists of three grade I indicators,namely,professional knowledge.Professional ability,professional sentiment;Ten garde Ⅱ indexes are basic knowledge,discipline knowledge,practical knowledge,special PE teaching ability,special PE professional skill,special PE scientific research ability self-reflection and development ability,and 45 grade Ⅲ indexes constitute together.The fourth chapter,the author investigates the present situation of the professional accomplishment of the in-service PE teachers in special education schools in our provice,and finds that the proportion of male PE teachers in the sex ratio is higher than that of the female PE teachers in the basic situation of the special PE teachers in our province at present.The young and middle-aged teachers with shorter age steucture and lack of teaching experience are the main teachers,and the non-special physical education major is the main major in the professional structure,and the specialty is unreasonable.In the aspect of professional knowledge and accomplishment of special physical education teachers,there is a serious lack ofspecial corowd defece compensation,appraisal and evaluation,appraisal and evaluation,sports evaluation,rehabilitation training and other disciplinary knowledge;The development of special PE teachers’ professional ability and accomplishment is not balanced,the ability of making individual physical education teaching plan,the ability of sports rehabilitation guidance and other professional skills are relatively low.Both professional knowledge literacy and professional competence literacy need to be further improved.The sixth chapter,annlyxes the factors that affect the development of professional quality of special PE teachers in China,including incomplete national policies,unclear laws and regulations,and lax enforcement of laws.The society has the prejudice to the special corwd,does not understand to the special phusical education teacher this profession,does not support,the school education funds investment is insufficient;The training mechaninsm is mot perfect,the teaining colleges are too few,the teaining goal is not clear,the teaining form is single,and the practical training is lacking.The related steategies to improve the professional quality of special PE teachers are mainly from three aspects: strengthening the pre-service education of special PE teachers,adopting the cultivation mode of 3/3/2 stratification and 4/1centaralized training;To construct the curriculum system suitable for the special PE teacher education,to strengthen the post-service training of the special PE teacher,to choose the teaining way of going out and continuing education,colleges and universities and the network course and so on.the authou summarizes the reaeach of this paper and clarifies the shortcomings of this study.When analyzing the present situation of the professional accomplishment of special physical education teachers,the authou only selects the in-service PE teachers in a special education school in Jiangxi province to carry on the investigation.The investigation result has certain deviation,needs to enlarge the investigation scope to be revised.The index system of this research still needs to be perfected.The development of special physical education teachers is dynamic,and the professional quality indexes teachers need to possess are also dynamic.Its perfection and examination need to be carried out continuously in the future research.
