Study On The Sampling Inspection System Of Graduate Dissertations From The Perspective Of Total Quality Management

Over the past years,the Communist Party of China and the government have attached increasing importance to quality issues,actively implemented quality power strategy and launched a series of quality improvement campaigns.In this context,the quality of education has also been placed to a more prominent strategic position.Since the 18th National Congress of the Communist Party of China,the CPC Central Committee with General Secretary Xi Jinping as the core has emphasized that improving the quality of education is the core task of education reform and that in education we must adhere to the connotative development path centered on quality.As an important part of China's education quality assessment system and education supervision system,the Postgraduate Dissertation Sampling Inspection System has played an indispensable role in enhancing the quality of postgraduate dissertations and ensuring postgraduate educational standards.Starting from the end of the 20th century,it has evolved into a sampling inspection system covering all types of postgraduate degree all over the country after more than a decade of development.The sampling inspection system has effectively curbed the decline in the quality of postgraduate dissertations and prevented the quality supervision system of postgraduate dissertations from being reduced to an empty shell.However,some external negative problems that cannot be ignored have emerged in the practice process.How to improve the deficiencies of this system so as to better exert its positive effects is an issue worthy of our deep analysis and exploration.Drawing on Total Quality Management Theory,the representative theory of modern quality management,as the theoretical basis and adopting a combination of methods,including literature study,questionnaire survey and interview survey,this paper will construct a TQM analytical framework for the Postgraduate Dissertation Sampling Inspection System in China.H University is taken as an example to analyze the problems existing in China's Postgraduate Dissertation Sampling Inspection System and the reasons causing related problems in order to put forward some policy recommendations for perfecting the system.The paper is mainly composed of the following six parts.Part One:Introduction.This part introduces the background and research significance of the topic,sorts out related documents at home and abroad,and then expounds the research contents,research methods and writing framework of the paper.Finally,it summarizes the innovations and deficiencies of the paper.Part Two:The definition of relevant concepts and the explanation of basic theories.This part is further divided into two sections.Section one provides definition of relevant concepts while the second section expounds Total Quality Management Theory,the theoretical basis of this paper,and puts forward the analytical framework.Part Three:A brief introduction to the Postgraduate Dissertation Sampling Inspection System in China,mainly including the history,the content and the procedure of the sampling inspection system.Part Four:This part will identify problems and analyze the causes of these problems.Based on the investigation into problems appearing in the implementation of the Postgraduate Dissertation Sampling Inspection System in H University by employing questionnaire survey method and interview survey method,part four will give a detailed analysis of the reasons leading to these problems.Part Five:Taking the Total Quality Management Theory as the analytical perspective,this part is intended to come up with policy suggestions to improve the Postgraduate Dissertation Sampling Inspection System in China from five aspects,namely,introducing multiple subjects,enhancing service awareness,strengthening whole process supervision,paying attention to supplier management and persisting in continuous improvement.
