In recent years, universities in China have formed a suit of comparatively perfect Teaching Administration System, and accumulated ample administration experience. However, with the rapid development of higher education, this system exposed a lot of problems increasingly, which has restricted the free development of teachers and students, and affected the improvement of the higher education ultimately.On the basis of the carding theories of Teaching Administration System as well as the Total Quality Management (TQM), this paper analyses the actuality and problems of present Teaching Administration System, and further points out that universities in China should not depend on the traditional management ideology and instruments, but should introduce and use modern management theory and instruments for reference so as to improve teaching quality and schooling benefit.Widely applied in enterprise circles and great importance attached by higher education circles, this paper focuses on the analysis of possibility of application of TQM in China's universities from the perspective of theory, reality and practice. At last, it proposes the thought of Total Quality Management of Teaching in universities of China.
