Analysis On The Main Body Relations And Operational Difficulties Of Project-based Poverty Alleviation

Precise poverty alleviation is one of the Party's three major battles and an important commitment to the people.In the face of the goal of building a moderately prosperous society in an all-round way by 2020,the state advocates the need to innovate the way of poverty alleviation and development,and to advocate the participation of multiple subjects.It is of great significance to the poor people to speed up the transformation of the local government's ruling mode and the innovation of the mode.Project-based poverty alleviation is a means by which the state transfers poverty alleviation resources to poverty-stricken areas for anti-poverty treatment.It was born out of the reform of the tax sharing system in the 1990 s and has become an important means of anti-poverty management in China.Project-based Poverty Alleviation can effectively mobilize the Poor people to develop the accumulation of Project Industry Polarity,promote economic development,help the masses to increase their income.Therefore,how to develop and use the project system to help the poor to promote local development,achieve the goal of getting rid of poverty,and innovate government governance has become a common problem that local governments need to think about.In 2018,the author worked in the Village Task Force of R City,Henan Province.Through the actual interview and investigation of poverty alleviation,the author investigated and analyzed the poverty alleviation situation of the project system,in order to explore the main relationship and operation dilemma of the project system poverty alleviation.First of all,this paper explains the main elements of project system poverty alleviation,value orientation,implementation effect and the characteristics and advantages of project system poverty alleviation,and then analyzes the behavior logic and relationship of the government,market,enterprises,social organizations and poor people.There are also difficulties in poverty alleviation under the project system,and the participation of multiple subjects in poverty alleviation and the relationship of mutual cooperation are not smooth.Finally,it puts forward the idea of establishing the concept of multi-subject cooperative participation in project system poverty alleviation and governance,and introduces two points of reflection on social work participation in project system poverty alleviation governance to provide guidance for the development of project system poverty alleviation in the future.
