With the rapid economic development in Japan since the 1960 s,there has been a wave of urbanization for decades,which is that the young people,as the main part of the population,constantly have been moving from the countryside to the city.At the same time,corresponding to the urban "overcrowding",the matter of population "undercrowding" began to appear in the rural areas,villages and towns.For nearly 60 years,the flow of population in Japan,from the rural areas to cities,has not changed,which results in that the population "undercrowding" is getting more and more serious,and that an increasing number of population are in danger of extinction.Therefore,it is of vice important to research the causes of those problems,how to deal with the plight of undercrowded regions and how to realize the smooth transition in those areas.Mainly based on literature research method,with the analysis of related cases,this paper studies the causes of the phenomenon of undercrowding and its impact on relevant regions,and discusses the development trend and countermeasures of the problem of undercrowding.Firstly,this paper explains the reasons for the mechanical decrease of population in the sparsely populated areas from the perspectives of the dual economic structure in urban and rural areas,the theory of population migration and the contradiction of Japanese laws in the 1960 s.The reasons for the natural decrease of population in the sparsely populated areas are analyzed from the aspects of the change of fertility concept and the decrease of the number of women of childbearing age in the sparsely populated areas.Secondly,this paper analyzes the population status and the effect of undercrowding in the relevant areas,and concludes that the undercrowded areas are unevenly distributed and there are a large number of undercrowded risks in the whole country.The problem of aging population in the sparsely populated areas is serious.And there is a huge gap of the infrastructure between the undercrowded areas and the whole country.Finally,through the analysis of the typical cases of Japan's policy and regional revitalization,it is believed that strengthening the communication and interaction with other regions is the necessary means to achieve regional development,and the realization of regional industrial development is the fundamental way to solve the regional extinction crisis.In the process of national economic development,it is the law of social development for the population to continuously move from the countryside to the city.The population in rural areas is constantly decreasing and the number of villages is increasingly decreasing,which is irreversible.To solve the problem of undercrowding,it should be highlighted to deal with the dilemma of the undercrowded areas in order to realize the smooth transition in those places.The author believes that effective measures can be taken to realize the smooth transition of the region which are strengthening the construction of local central cities,reasonably promoting the regional industrial development and the merger of villages,planning and using idle houses,attaching importance to agricultural development and regional cultural inheritance,and protecting the natural environment in the sparsely scattered areas.The undercrowding of Japan's population will further develop in the future.Hence,for the smooth transition in those areas,there are quite a lot of issues to figure out which are how to ease the financial burden in the undercrowded areas from the country;how to solve the problem of the old's lives in the undercrowded regions;how to implement management and maintenance of the agricultural land,forests,rivers and lakes under the condition of the shrinking population;how to prevent soil erosion;how to ensure the supply of agricultural food.
