After World War II,Australia's private higher education management system has gone through four stages: the recovery period of private higher education management;Private higher education management laissez-faire period;The adjustment period of private higher education management;The perfect period of private higher education management.Among them,the government has carried out two major reforms in the management of private higher education.First,the HELP was extended to all registered and accredited private higher education institutions in 2003.The implementation of this policy has led to significant changes in the number and size of private higher education institutions.Second,in 2012,an non-profit evaluation organization,the Tertiary Education Quality and Standards Agency(TEQSA),was established to start unified registration and curriculum certification for all private higher education institutions.These two major reforms have played a positive role in the development of private higher education in terms of quality management and subsidy policies.After entering the 21 st century,the Australian government has further strengthened the management of private higher education institutions in terms of quality assurance,risk assessment,financial aid and coordination of public-private cooperation,and has achieved remarkable results.The main characteristics of the management system of private higher education institutions after World War II are shown in four aspects: quality management;Risk management;Government funding management;The government coordinates management.Specifically,the Australian government implements a unified and differentiated evaluation framework for private higher education and an internal and external quality assurance system that combines consistency and interactivity.Pay attention to risk monitoring in the core areas of private higher education institutions,safeguard the interests of students and the quality of education,and timely feedback risk assessment information to support risk reduction and improvement activities;Legislation to ensure the equal right of financial aid for teachers and students in private universities and the implementation of classified financial aid management system in private universities;The governmentuses market mechanisms and funding programs to coordinate and stimulate public-private cooperation.Since the promulgation of the "Private Education Promotion Law" in 2016 and its subsequent relevant implementing regulations,a new development period of classified management of private higher education in China has been ushered in.However,in the process of promoting classified management of private higher education,it faces many practical operational difficulties.Studying the management system of private higher education in Australia can play a certain role in perfecting the registration examination of private higher education institutions in China,improving the internal and external quality assurance system,establishing a perfect classified funding system and coordinating public-private cooperation.
